Position Description

We are seeking a proactive and strategic professional to serve as the Change
Management and Use Case Management Lead within the Digital and AI Innovation Office
(DAIO). This role focuses on intake, prioritization, and stakeholder-facing change
enablement. It acts as the front door for AI and data project proposals, ensuring alignment
with Caltrans strategy and enterprise prioritization. The position also supports change
management and stakeholder engagement to foster trust, readiness, and adoption.
Responsibilities include the following:
Specific Responsibilities
Use Case Intake and Prioritization
Administer a transparent intake and prioritization process for proposed AI and data
projects.
Score proposals against enterprise criteria such as impact, feasibility, and alignment
with strategic goals.
Ensure resources are invested in initiatives with the highest organizational value
through a structured and equitable evaluation process.
Change Management Support
Coordinate with Human Resources and training teams to advance AI- and data-
related workforce skills and change management practices.
Support training implementation, awareness campaigns, and workforce readiness
efforts for AI and data adoption.
Foster responsible use and cultural acceptance of AI technologies across Caltrans
through targeted communication and engagement strategies.
Contribution to Transparency and Disclosure Management (in partnership with Role 1)
Support the publication and communication of transparency reports and
disclosures related to AI models and datasets.
Contribution to Performance and Value Realization (in partnership with Role 1)
Assist in capturing stakeholder impacts and benefits for AI-related programs and
initiatives.
Support measurement frameworks that connect program outcomes with
organizational value.
Contribution to Executive Communications Support (in partnership with Role 3)
Contribute to stakeholder-facing communications and materials related to AI and
data initiatives.
Ensure updates and changes are communicated clearly and effectively to internal
and external audiences.
Mandatory Qualifications
5+ years of experience in change management, business process improvement, or
stakeholder engagement.
Experience facilitating project intake and prioritization processes within a structured
governance framework.
Strong communication and coordination skills across technical and non-technical
stakeholders.
Demonstrated ability to manage competing priorities and deadlines.
Experience working in complex or regulated organizations, preferably public sector or
transportation environments.
Desired Qualifications
Experience with AI or data-driven program management or transformation initiatives.
Knowledge of change management methodologies (e.g., PROSCI, ADKAR).
Experience developing communication and engagement plans for enterprise change
efforts.
Familiarity with stakeholder analysis, adoption measurement, and performance
reporting.
Certification in change management or project management preferred.
Education, Certification, Training & Experience
Bachelor s Degree in Organizational Development, Business Administration,
Communications, or related field (Master s preferred).
Training or certification in change management, organizational psychology, or
stakeholder engagement desirable.
