The Technology and Strategy Manager oversees maintenance of the Village s information technology system and operations, and leads planning initiatives in partnership with all departments to ensure that the Village s technology assets are capable of supporting Village operations and adaptable to changing and emerging needs. The Technology and Strategy Manager develops the annual IT budget to meet ongoing system needs and plan for future investments, develops long-range technology plans, develops and implements security measures, and supervises and provides back up to a Support and Networking Engineer. As a position that provides operational support to all Village departments, the Technology and Strategy Manager develops collaborative partnerships with each department to plan technology enhancements to support changing operational needs, and models exceptional customer service. The Technology and Strategy Manager supervises the Support and Network Engineer and assists with daily IT support as needed.

Essential Functions

  • Manages the day-to-day operations of the IT function overseeing work performed by IT staff and contractors, IT infrastructure planning, communicating with users regarding technology needs and partnering with departments to implement solutions
  • Supervises the Support and Network Engineer and assists with daily IT support as needed
  • Maintains an IT organization plan, a security plan and a disaster recovery plan, taking into account changes in technology assets and potential threats; conducts testing and training to support security and disaster recovery plans
  • Protects data from breaches through planning and adherence to a backup plan, installation and maintenance of network security devices; conducts network monitoring; researches and develops security policies, conducts user training to promote security
  • Oversees the development and implementation of long-range technology improvement projects, including development of the IT operating budget and capital budget; procures technology assets and services in accordance with the Village s purchasing procedures
  • Works collaboratively with departments to evaluate operational needs and technology solutions; regularly meets and dialogues with department leadership and users to evaluate satisfaction with IT services and emerging technology needs
  • Develops IT use policies and procedures in line with industry best practices
  • Maintains qualifications required to obtain and maintain credentials to access and support law enforcement technology assets
  • Ensures that up-to-date network documentation is maintained
  • Provides and models outstanding customer service in person and over the telephone
  • Develops and produces statistical reports to be used for decision-making purposes
  • Responds to after-hours emergencies as needed and attends evening meetings as requried
  • Supports the Village s strategic plan in daily work and special projects
  • Performs other duties as assigned

Minimum Qualifications

  • Formal Education: Bachelor's degree
  • Field of study: Computer science, information technology or related field
  • Related Work Experience: Four to six years
  • Professional Certifications or Licenses: Microsoft certification
  • Driver s License Required: Passenger vehicle license
  • Specialized Knowledge, Skills and Abilities:
  • Strong knowledge of network management, Microsoft technology, Hyper-V environment, Cisco technology and infrastructure in a LAN WAN environment, Cisco VOIP unified communication systems VMware environment, best practices in security and Criminal Justice Information System compliance requirements
  • Strong knowledge of best and emerging practices in IT security and ability to effectively train users on security practices
  • Familiarity with wireless networking technologies and experience with IEEE, EI/TIA cabling standards
  • Strong written and oral communication skills; ability to adapt communication style to audience/situation and to explain complicated technical matters to individuals with or without technical knowledge
  • Strong project management skills
  • Ability to work independently and in teams, and to supervise staff or contractors
