We are seeking an experienced Scrum Master to manage complex IT modernization initiatives and implement SAFe agile processes. This role requires strong leadership, strategic thinking, and the ability to manage cross-functional teams in accordance with industry best practices such as CMMI, Agile, SAFe, and ITIL. In addition to the normal duties associated with the Scrum Master role (e.g. scrum meetings, coaching, coordinating) the person filling this role will be responsible for administrative tasks including but not limited to overall direction, coordination, strategy, and goals of the SDLC, coordinating of team meetings, reviews, and summits, and the overall direction, coordination, implementation, execution, control, and completion of specific projects

Responsibilities
Agile Facilitation & Team Leadership
- Lead and facilitate all Scrum ceremonies, including daily stand-ups, sprint planning, reviews, and retrospectives.
- Coach development teams on Agile principles and best practices to ensure consistent delivery and continuous improvement.
- Act as the primary facilitator between Product Owners and development teams, ensuring clear communication and alignment on goals.
- Remove impediments that hinder the team's progress toward sprint and release objectives.
- Agile Planning & Execution
- Collaborate with IT Project and Program Managers on sprint and release planning.
- Track and communicate team velocity, sprint progress, and release timelines.
- Support Product Owners in developing Epics, User Stories, and managing the Product Backlog.
- Ensure the team understands and adheres to the Definition of Done and the importance of Product Increments.
- Technical Coordination & Quality Assurance
- Serve as the technical liaison between the development team and stakeholders.
- Facilitate the conversion and development of legacy reports to WebFOCUS.
- Ensure code quality and compliance with established development standards.
- Set and enforce version control and concurrent version management practices.
- Documentation & Reporting
- Produce and maintain Scrum artifacts to communicate team progress and deliverables.
- Lead the production, update, and maintenance of system documentation.
- Ensure documentation supports System Security Assessment and Authorization (SA&A) requirements.
Qualifications
- Active Top Secret clearance.
- Bachelor's degree or equivalent experience.
- Minimum five (5) years of IT project management experience.
- Minimum two (2) years of Agile (Scrum) experience.
- Certified Scrum Master (CSM) certification.
- Demonstrated success applying Agile practices in software development environments.
- Experience with backlog tracking, burn down metrics, velocity, and task definition.
- Proficiency in Agile development tools (e.g., Jira, Kanban).
Desired Qualification:
- Familiarity with WebFOCUS software development processes.
- Experience supporting background investigations and personnel security services.
- Knowledge and experience with System Security Assessment and Authorization (SA&A).
- Experience leading the production and maintenance of technical system documentation.
