Job Title: Senior IT Project Manager
Duration: 12 Months

NOTE: This is a hybrid position with one round onsite interview.
Position overview / Statement of Work
- The IT Project Manager is responsible for leading technology projects and operations enhancements in the Department of Revenue (IT), with a focus on business process improvement. The person in this position will work closely with subject matter experts and the Office of Innovation and Technology (OIT) conducting activities related to successfully gathering project requirements and participating in the discovery, requirements, design, development, deployment, and operations phases of technology projects within the Department.
- The Information Technology group at the Department of Revenue (Revenue IT) is responsible for supporting and maintaining systems and applications used by employees.
- The IT Project Manager will play a critical role in ensuring the successful implementation of a modern solution by managing technical requirements, integrations, and system transitions.
Key Responsibilities:
- Oversee and manage the IT portion of the replacement project, ensuring alignment with business and operational goals.
- Collaborate closely with the Operations Project Manager, vendor project management team, and key stakeholders to facilitate project needs and system implementation.
- Identify and mitigate technical risks, ensuring a smooth transition from the existing system to the new solution.
- Manage timelines, resources, and deliverables while maintaining compliance with organizational and regulatory standards.
- Provide regular updates and reports to executive leadership and stakeholders on project progress, challenges, and milestones.
Work activities and Essential Functions:
Project Leadership & Oversight:
- Lead and manage IT-related aspects of the Opal project, ensuring successful execution from initiation to completion.
- Develop and maintain detailed project plans, timelines, and deliverables, ensuring adherence to scope, budget, and schedule.
- Ensure proper alignment between IT and business needs, providing strategic direction for system modernization.
- Consult with vendors, staff, and stakeholders to resolve issues; organize, facilitate, and participate in meetings of stakeholder groups to identify needs and build consensus and collaboration; assist in clarifying expected outcomes and managing expectations; provide direction and support to project team
- Work with staff and stakeholders to correct deficiencies and monitor work performed to meet agreed upon goals and objectives
- Report progress, concerns, emerging risks, or issues to appropriate leadership on IT operations and project work, escalating as needed
- Create and maintain comprehensive project documentation and meeting notes as appropriate for the project methodology chosen
Stakeholder Collaboration & Coordination:
- Work closely with the Operations Project Manager, vendor project management team, internal IT teams, and external stakeholders to facilitate project execution.
- Act as the primary liaison between IT teams and business units to ensure seamless communication and collaboration.
- Engage with executive leadership and key stakeholders to provide updates, manage expectations, and address concerns proactively.
- Develop and execute communication plans for technology changes and implementations
- Proactively communicate and coordinate with stakeholders, project participants, leadership, and affected clients via in person or virtual meetings, writing, telephone calls, etc.
- Maintain strong, collegial, and effective working relationships with associates, Departmental officials,
- outside consultants, and vendors
System Integration & Implementation:
- Coordinate efforts between development teams, database administrators, and third-party vendors to ensure compatibility with existing and future IT systems.
- Ensure compliance with industry standards, cybersecurity policies, and regulatory requirements during system implementation.
Risk Management & Issue Resolution:
- Identify, assess, and mitigate technical and operational risks associated with the large-scale system replacement.
- Develop contingency plans to address potential challenges, ensuring minimal disruption to operations.
- Proactively troubleshoot issues and work with relevant teams to implement effective resolutions.
Change Management & Training Support:
- Collaborate with change management teams to support system adoption and minimize resistance to new processes.
- Ensure proper training and documentation are developed for end-users, IT staff, and stakeholders.
- Drive user engagement and support to facilitate a seamless transition to the new system.
Professional:
- Uphold IT standards, policies, and procedures while working with leadership to iteratively adapt these policies with current IT best practices in mind
- Stay abreast of the latest developments in related technologies and project management Perform other related duties as assigned.
Skills/experience of the assigned staff:
Project Management & Leadership:
- 10+ years of IT project management experience in large-scale enterprise system replacements.
- Strong ability to lead large-scale projects from initiation to completion.
- Proven experience in managing cross-functional teams, vendors, and stakeholders in a complex IT environment.
- Expertise in project planning, scheduling, budgeting, and resource allocation for enterprise IT projects.
- Excellent leadership, communication, and stakeholder management skills.
- Ability to drive projects within scope, time, and budget while managing competing priorities.
Technical Expertise:
- Experience with data migration, system integrations, APIs, and middleware solutions to ensure seamless system transition.
- Familiarity with cloud-based and on-premises IT infrastructure, databases, and cybersecurity best practices.
- Knowledge of software development lifecycle (SDLC) and agile or waterfall methodologies for IT projects.
Stakeholder & Vendor Management:
- Strong skills in stakeholder engagement, communication, and collaboration with business units, IT teams, and executive leadership.
- Experience managing third-party vendors, including contract negotiation, service-level agreements (SLAs), and vendor performance oversight.
- Ability to translate business requirements into technical solutions, ensuring alignment with organizational goals.
Risk Management & Problem-Solving:
- Proficiency in identifying, assessing, and mitigating project risks and technical challenges to ensure minimal disruptions.
Change Management & Training:
- Ability to drive user adoption and training strategies, ensuring a smooth transition to the new CIS system.
- Strong documentation skills for creating user guides, system documentation, and training materials.
Highly Desired/Preferred
- Project Management Professional (PMP), PRINCE2, or ITIL certification is highly desirable.
- Bachelor s degree in Information Technology, Computer Science, or a related field (Master s preferred).
- Familiarity with regulatory compliance in utilities or municipal IT environments.
- Familiarity with Workday or municipal IT environments is a plus.
- Ability to troubleshoot system implementation issues, working closely with IT teams and vendors for effective resolutions.
- Experience in disaster recovery planning, business continuity, and system rollback strategies
- Experience in organizational change management (OCM) to facilitate process improvements and stakeholder buy-in.
