Position Overview
The State of Texas division is seeking an experienced IT Business Analyst III (Technical BA).
This role is critical in bridging business needs, technical systems knowledge, data and integration expertise, and Agile practices to improve IT solutions that support Medicaid operations.
This is a 100% onsite position in Austin, TX. Only local candidates within a 50-mile radius will be considered. Interviews will be conducted in-person.

Requirements Gathering & Documentation: BRDs, FRDs, User Stories
System Analysis & Design: Translating business needs into specifications
Data Analysis & SQL: Querying databases, validating datasets, supporting decisions
SDLC & Agile/Waterfall: Strong knowledge of methodologies, hands-on experience
Business Process Modeling: UML diagrams, use cases, Visio, Lucidchart, Bizagi
Testing & QA Support: Writing test cases, UAT, regression, integration testing
Technical Documentation: System design docs, API documentation, user guides
API & Integration Knowledge: REST/SOAP, middleware, integration patterns
Tools & Platforms: JIRA, Confluence, MS Office, Excel (Advanced), Power BI/Tableau, Postman, Swagger
Essential Job Functions
(30%) Gather, analyze, and document business requirements and processes.
(20%) Analyze program policies and consult on system impacts.
(20%) Serve as liaison between stakeholders, vendors, and IT teams.
(15%) Develop/review complex system documents, test plans, and deliverables.
(10%) Document and revise system design/test procedures, monitor system functionality.
(5%) Other duties as assigned.
Minimum Requirements
Experience in complex business analysis and technical documentation.
Strong knowledge of SDLC, systems development life cycle, and project management principles.
Proficiency with business analysis methodologies and stakeholder engagement.
Hands-on experience with Agile methodology (Scrum, Kanban).
Experience developing test plans, exit criteria, test scenarios, and executing test cases.
Experience with Microsoft Project, Office Suite, Teams, JIRA, and testing management tools.
Strong written/oral communication and ability to translate business needs into technical requirements.
Bachelor s degree in Public Administration, Computer Science, Business, or related field.
Preferred Experience
Prior experience supporting Medicaid Enterprise Systems (MES).
Knowledge of Medicaid, public health, or healthcare program systems.
Experience with fraud detection, claims adjudication, provider enrollment, and data analytics in large-scale healthcare systems.
Skill in:
Business analysis methodologies.
