Section 2 Background
The Bureau of Departmental Information Systems (BDIS) provides technical support to the entire Florida Department of State, including six Divisions, and the Office of the Secretary, giving assistance to over 500 network users.
Section 3 Term
The contract is anticipated to begin no later than July 1, 2025. It shall end at midnight, Eastern Time, on June 30, 2026. The State of Florida s performance and obligation to pay under this contract is contingent upon annual appropriation by the Legislature.
Services provided under this Contract shall be in accordance with this Request for Quote (RFQ) and State Term Contract No. 80101507-23-STC-ITSA (Information Technology Staff Augmentation). In the event there is a conflict between the terms of this Contract and the terms of State Term Contract No. 80101507-23-STC-ITSA (Information Technology Staff Augmentation), this RFQ shall control.
Section 4 Scope of Work
The Vendor s employee (hereinafter Consultant ) shall perform the following under Contract in the completion of the project:
4.1 Follow Department IT processes and coordinate with other Department IT staff to ensure compliance with Department standards.
4.2 Works closely with other IT groups and customers to define customer needs and objectives.
4.3 Analyze and assess the Department s network infrastructure and operations.
4.4 Recommend and implement policies and procedures for the day-to-day operations.
4.5 Administration and management support of the Department s network enterprise.
4.6 Serves as a .net developer on software application projects.
4.7 Provide support to the network and infrastructure team as directed.
4.8 This project does not require travel outside of Tallahassee, Florida.
Section 5 Tasks
5.1 Services Provided by the Department
To assist in the successful delivery of services, the Department will provide the following:
5.1.1 Workspace, network access and a computer workstation.
5.1.2 Direction and approval for completion of tasks and deliverables, including timeframes, shall be provided and overseen by the Department s designated Contract Manager and/or Program Manager.
5.1.3 Department s designated Contract Manager and/or Program Manager will be responsible for the approval of all tasks, activities and deliverables.
5.2 Services Provided by the Vendor
5.2.1 The Vendor shall provide the temporary Consultant(s) selected to provide the full time tasks listed below, and who shall be located on site at Department at 500 S. Bronough St, Tallahassee, Florida 32399, during normal business hours, unless otherwise approved by the Department. For purposes of this agreement, normal business hours are defined as Monday through Friday, 8 AM to 5 PM, Eastern Time (ET), excluding State of Florida observed holidays.
5.2.2 The Vendor shall provide a Consultant(s) who meets the following criteria:

5.2.3 Required Qualifications:
- 10+ years experience in network administrator
- 5+ years experience as a Senior Network Administrator
- Experience with at least one of the following:
o F5
o Palo Alto
o VMwae
o HyperV
- Goals-oriented proactive team player with the demonstrated ability to multi- task and prioritize in a fast-paced professional environment.
- Excellent oral and written communication skills.
- Critical thinker with excellent problem-solving skills that can make independent decisions within area of responsibility and expertise.
5.2.4 Preferred Qualifications:
- Experience with Microsoft Word, Excel, and Visio.
- Knowledge of PowerPoint and SharePoint.
5.2.5 Tasks
At a minimum, the Consultant(s) shall perform the following tasks:
- Develop standards, procedures, and documentation;
- Devise and recommend short and long range plans for development and enhancement of hardware and production systems;
- Develop and enforce production standards and policies working in conjunction with the senior network engineer and database administrator;
- Facilitate work and communication between the units within IT for the purpose of actively working to build healthy partnerships throughout the department to better serve DOS customers in meeting their business objectives;
- Maintain audit compliance with state requirements of central data systems, user accounts, backup/disaster recovery, and security of the data center for the purpose of developing an effectual work unit;
- Work closely with the DOS Information Security Manager (ISM) to develop and enforce security standards and policies for:
o DST rule 60GG-2, F.A.C. - Florida Cybersecurity, and NIST and Cobit 5 network security standards; and
- Create and follow change management procedures for all network changes.
5.2.6 Deliverables:
- Develop standards;
- Develop procedures;
- Develop documentation;
- Assist in day-to-day network functions; and
- Provide on a monthly basis a timesheet of hours worked by the Vendor on the tasks specified above.
