Position Title: IT Healthcare Consultant Business Analyst (Advanced)
Location: Hybrid (3 days on-site, 2 days remote) Columbia, SC
Type: 12-Month Contract (Possibility of Extension)
Residency Requirement: Candidate must reside in South Carolina or be willing to relocate at their own expense prior to starting.

Role Overview

The state s Medicaid agency, is seeking a highly skilled Business Analyst Advanced to support the implementation of small to large IT projects. The role involves working closely with business stakeholders and technical teams to evaluate needs, document business processes, and provide solutions that align with organizational objectives.

This is an excellent opportunity for a Business Analyst with strong healthcare and Medicaid experience who thrives in a collaborative, change-oriented environment.


Key Responsibilities

  • Serve as liaison between business programs and IT teams, ensuring technical solutions meet user needs.

  • Conduct business process analysis (as-is/to-be) and provide improvement recommendations.

  • Gather and document requirements through stakeholder interviews, policy/regulation analysis, and system review.

  • Translate high-level business requirements into functional specifications and manage requirement changes.

  • Facilitate communication and agreements between business stakeholders and IT teams from requirements to implementation.

  • Support requirements management processes including change control, traceability, and version control.

  • Document and analyze data requirements, workflows, and business rules.

  • Provide guidance to technical and test teams on business requirements.

  • Identify and mitigate project risks/issues; recommend solutions.

  • Interact with vendors, state/federal agencies, providers, and other stakeholders.

  • Maintain business rules, requirements, and models in a repository.


Required Skills & Experience (Ranked by Importance)

  • 1+ years experience with IBM Cu ram software as a Business Analyst.

  • 1+ years experience on government IT projects as a BA or in related duties.

  • 1+ years experience eliciting, documenting, and analyzing business rules and processes.

  • 2+ years experience in Medicaid Eligibility or other healthcare insurance projects.

  • Strong written and verbal communication skills, including requirements and use case documentation.

  • Ability to gather requirements from diverse sources (stakeholder interviews, laws, regulations, policies).

  • Knowledge of formal business process documentation and modeling techniques (e.g., process flow software).

  • Strong ability to communicate with executive leadership, project managers, and technical teams.


Preferred Skills

  • Additional experience in Medicaid, healthcare, or public sector projects.

  • Familiarity with large-scale system implementations and vendor management.


Education

  • Bachelor s degree in Computer Science, Business, Healthcare, or related field.

  • (In lieu of degree, additional relevant experience will be considered.)
