Job Overview:

We are building a pipeline of experienced Business Analysts to support a potential Comprehensive Child Welfare Information System (CCWIS) modernization project with the Missouri Department of Social Services (DSS). The selected candidate(s) will play a key role in analyzing business needs, capturing system requirements, and supporting the design of user-centered technology solutions for child welfare and related programs.

Note: This is a pipeline position being posted in anticipation of a formal Request for Proposal (RFP). Candidates will be contacted upon RFP release and project award.

Responsibilities:

  • Conduct business process analysis and document current and future-state workflows across child welfare and human services operations
  • Gather, validate, and manage business and functional system requirements from diverse stakeholder groups
  • Collaborate with program staff, technical teams, and vendors to translate requirements into user stories, acceptance criteria, and test scenarios
  • Support functional design sessions and user experience reviews with a human-centered design lens
  • Assist in preparing documentation for federal compliance and audit readiness
  • Participate in testing, training, and change management efforts to ensure smooth system adoption

Qualifications:

  • 5+ years of Business Analyst experience, ideally within Health and Human Services (HHS) or public sector environments
  • Direct experience with child welfare systems such as CCWIS or SACWIS is preferred
  • Working knowledge of human-centered design (HCD) principles and their application in IT modernization projects
  • Strong analytical, communication, and facilitation skills
  • Experience using tools such as JIRA, Confluence, Visio, or similar
