Job Title: IT Procurement Technician Location: Austin, TX
Role Overview:
We are seeking an experienced IT Procurement Technician with strong knowledge of procurement practices, contract development, and state health agency processes. The role involves drafting solicitations, coordinating with stakeholders, and supporting procurement operations for technology products and services.
Responsibilities:
Draft RFPs and procurement documents, ensuring compliance with regulations.
Collaborate with SMEs, IT teams, PCS, and Legal to define requirements and select solicitation methods.
Facilitate JAD sessions to capture requirements from stakeholders.
Develop KPIs, cost models, pricing workbooks, and financial requirements.
Provide technical assistance to Medicaid & CHIP Services and other program areas.
Support procurement processes, negotiation strategies, and contract management.
Perform quality assurance and assist in federal funding request development.
Serve as SME in workgroups and training sessions.
Qualifications:
5+ years drafting RFPs within state health agencies.
5+ years leading JAD sessions with stakeholders.
5+ years developing KPIs for solicitations/contracts.
Knowledge of government procurement, negotiation, and contract management.
Strong communication, organizational, and analytical skills.
Preferred Skills:
Experience with Texas Medicaid.
Experience creating AS-IS/TO-BE process flows.
Federal funding request (PAPD/IAPD) development.
Knowledge of Texas Procurement & Contract Management Guide.
Large contract negotiation and QA experience.
CTCD or CTCM certification.
