Job Overview:

We are building a pipeline of experienced Policy Analysts to support a potential Comprehensive Child Welfare Information System (CCWIS) modernization initiative with the Missouri Department of Social Services (DSS). This modernization effort will ensure that the design and functionality of the system are fully aligned with state and federal policy, particularly Title IV-E and related child welfare regulations.

Note: This is a pre-solicitation pipeline opportunity. We are collecting resumes in anticipation of a formal Request for Proposal (RFP). Selected candidates will be contacted following contract award.

Responsibilities:

  • Interpret and apply DSS policy, including Title IV-E and other federal/state regulations, to ensure alignment with system functionality and business processes
  • Maintain traceability between policy requirements, system design, and business documentation
  • Contribute to the development of compliance artifacts, policy mappings, and audit-ready documentation
  • Support stakeholder communications to explain policy impacts and system changes
  • Assist in developing training materials, job aids, and internal guides to promote policy understanding and adoption
  • Collaborate closely with business analysts, developers, and program staff to ensure policy accuracy throughout system implementation

Qualifications:

  • 3+ years of experience in public policy, program analysis, or human services program support
  • Familiarity with child welfare legislation, especially Title IV-E, CCWIS regulations, and related federal mandates
  • Strong writing, analytical, and communication skills, with the ability to translate complex policy into actionable guidance
  • Experience working in government or large public sector projects is strongly preferred
  • Detail-oriented with a strong commitment to compliance and accountability
