What You Will Do :

We are currently searching for a Policy Analyst to provide support the NIH Ethics Office in its administration of the ARPA-H Ethics Program. This is a full-time, on-site opportunity in Bethesda, MD.
  • Conduct technical review and conflicts analysis of ethics submissions, such as financial disclosure reports, official duty activities, outside activities, gift acceptance, conflict of interest analyses, and other types of ethics actions.
  • Prepare briefings, summaries, talking points, and background documents to assemble briefing books.
  • Answer inquiries and questions pertinent to ethics submissions.
  • Provide training to the ARPA-H community on the various aspects of the ethics program.
  • Prepare a variety of status reports, management summaries, and briefing papers which identify problems, assess the overall condition of work completed or in progress, and outline issues, solutions, and recommendations.
  • Analyze background information, review submissions for completeness and accuracy, and communicate with employee to explain ethics information and respond to questions.
  • Interpret, analyze, condense, and prepare material on a range of ethics policy and program issues from multiple sources to present to upper management.
  • Provide technical advice to staff regarding new policies and procedures; develop guidebooks, templates, and other tools to assist staff with policy practices; interpret requirements, analyze gathered information, verify facts, draw conclusions, and prepare work products.
  • Draft new content, updates, and resources for ethics websites and SharePoint sites based on up-to-date knowledge of ethics statutes, regulations, policies, and procedures.
  • Adhere to internal processes for records management, tracking, and routing of requests as well as the maintenance of information in electronic systems, shared drives, and SharePoint.
  • Collect data from various sources to analyze and evaluate data for policy information.
  • Prepare for, attend, and participate in different types of meetings and seminars to relay information on current policy issues and initiatives.
  • Initiate, develop, and implement new policies that support organizational goals, prepare recommendations and alternative options based on knowledge and analysis of policy practices and procedures, and formulate policy and procedures to implement all aspects of the ARPA-H ethics program.
  • Other duties as assigned.


What You Will Need :
  • Bachelor's Degree
  • At least 11 years of policy related experience.
  • Expertise in federal government ethics statutes and regulations or conflicts of interest.
  • Knowledge of government award mechanisms.


What Would Be Nice To Have :
  • Proficient in MS Office, including SharePoint.
  • Familiar with Adobe Acrobat.
  • Previous experience at NIH or another Federal agency would be beneficial but not required.
