Technical Lead (IT Project Manager)
Role Overview:
Defines and enforces the technical approach used by the development team. This person ensures compliance with the government s security framework, navigates the ATO process, and leads implementation of DevSecOps best practices across a scalable cloud architecture.
Responsibilities:
- Lead technical design, development, integration, and deployment across backend and frontend.
- Oversee story-level technical planning and architecture aligned to the product roadmap.
- Manage technical execution using secure coding practices and modern development tools.
- Drive the team s successful navigation of the ATO process with compliance documentation.
- Implement and manage CI/CD pipelines and infrastructure as code.
- Oversee secure cloud deployment (e.g., cloud.gov), logging, load balancing, and monitoring.
- Guide performance tuning, system reliability, and technical documentation standards.
- Collaborate with product, design, and support teams to align technical solutions to user needs.
Required Skills:
- 10+ years in software engineering and system architecture.
- Deep expertise in Java, Postgres, RESTful API design, and database performance.
- Familiarity with frontend technologies such as React and responsive web applications.
- Knowledge of Section 508 compliance and secure DevSecOps pipelines.
- Experience deploying and monitoring federal cloud environments.
- Skilled in translating user stories into secure, scalable technical implementations.
- Strong leadership in Agile development cycles.
Preferred Experience:
- Prior experience with ACF, OHS, or HHS digital infrastructure or compliance-heavy systems.
- Familiarity with federal IT compliance (FISMA, FedRAMP, HSPD-12).
Certifications:
- Project Management Professional (PMP) or Certified ScrumMaster (CSM) Required or Preferred
- AWS Certified Solutions Architect or Azure Architect Technologies Preferred
- CISSP or Security+ Preferred
- SAFe DevOps Practitioner Preferred
- ITIL v4 Foundation Preferred
