Job Details
Business Need - The Information Technology Division (ITD) of the State Court Administrator s Office (State), located at the Minnesota Judicial Branch (MJB), is looking to augment development resources to add functionality to an existing application, the Examiner Resource Application (ERA), due to the 4th district needing to sunset PsychPoint from its the SharePoint 2019 platform.
Project Deliverables - Collaborate with Development Services and Support (DSS) team in planning, development, testing and deployment Production applications. Perform .NET application development on the ERA application. Perform functional, unit and application testing of previously mentioned application. Use Digital Accessibility design, following WCAG 2.1 standards. Engage in regular communication, at least weekly, concerning work performance and provide documentation regarding the work performed on the operational project. Successful performance will be determined by regular communication of work progress technical lead and DSS Development Supervisor.
Skills:
- 5-7 years of experience performing more complex analysis, design progressively, and development for software applications.
- 5-7 years of software development experience using ASP.NET/C#, HTML/CSS, JavaScript, jQuery, Bootstrap, MVC framework, and Web API.
- Strong communication skills to partner and facilitate interactions with project stakeholders and other application teams.
- Experience with HTML5, CSS3, JavaScript, LINQ, and Telerik Controls (or related controls toolset). Experience with MS SQL Server databases and SQL programming.
- Experience working in an agile software development environment.
- Experience with responsive web design and development.
- Excellent analytical and problem-solving skills.
- Bachelor s Degree in Management Information Systems, Computer Science or related field; or equivalent information technology and computer programming training that includes certification from an accredited technical school of programming

The work locations will be at the address listed below. However, candidate may conduct work from a remote location within the United States, while the Minnesota Judicial Branch continues to permit remote and hybrid work arrangements.
Minnesota Judicial Center- 25 Rev. Dr. Martin Luther King Jr. Blvd, St. Paul, Minnesota, 55155.
- Business hours are Monday through Friday, 8:00 AM to 4:30 PM.
- The .Net Developer is expected to work full-time hours during normal business hours unless otherwise agreed in advance with the contract manager.
- The contract timeframe has an anticipated start date of November 10, 2025. Contracts will have an expected duration of 6-8 months with the possibility of renewal.
Project Milestones and Schedule
The project milestones and scheduled completion dates will be based upon:Weekly updates are expected with work progress.
Duties are expected to be assigned and executed in 3-week sprints.
Sprints may cross months, and specific user stories will define which features are assigned for each sprint.
Project completion is expected on July 1, 2026.
