Job Overview:
We are identifying qualified Data Architects / Data Engineers for an anticipated Comprehensive Child Welfare Information System (CCWIS) modernization initiative with the Missouri Department of Social Services (DSS). This role will play a central part in designing the future-state data environment, migrating legacy data from the FACES system, and ensuring long-term data integrity, accessibility, and compliance.
Note: This is a pipeline posting in preparation for an expected Request for Proposal (RFP). Selected candidates will be contacted upon project award.
Responsibilities:
- Design the enterprise data architecture and logical/physical data models to support CCWIS operations and reporting needs
- Develop and lead a comprehensive data migration strategy from the legacy FACES system, including data mapping, cleansing, and validation
- Build and manage ETL pipelines, data integration routines, and automated data quality checks
- Collaborate with application developers, business analysts, and policy experts to ensure data structures support both operational and regulatory requirements
- Ensure adherence to data governance standards, including metadata management, security, and access control
- Support data reporting and analytics capabilities, including federal reporting and performance monitoring
Qualifications:
- 5+ years of experience in data architecture or data engineering, preferably in large-scale public sector or HHS projects
- Strong command of SQL, relational and non-relational databases, data lakes, and cloud-based data environments
- Proven experience with legacy data migration, including source system analysis, data transformation, and validation processes
- Knowledge of data governance frameworks and best practices in data quality and stewardship
- Experience with child welfare or Medicaid-related data is a plus
