ECS is seeking a Senior Technical Program Manager to work in our Fairfax, VA office in a hybrid onsite/remote capacity with regular travel to Falls Church, VA, and Suffolk, VA.

This position is a demanding, high-energy role that requires hands-on oversight, execution, and management of a highly visible program that supports innovative solutions to network, hardware, and software challenges. The successful candidate must be able to provide coaching, guidance, and mentoring to a team responsible for managing and maintaining multiple network enclaves to support the DoD community.

The ideal candidate has a broad and varied technical background; experience with DoD environments and components/organizations; and the ability to interface with constituents from end-users to executive management. This candidate can take full ownership and accountability for tasks and deadlines; work with limited/no supervision; commit to high quality results and deliverables; and assist in the identification and implementation of common-sense, technical solutions. This candidate is also highly adaptable, detail-oriented, and has well-developed written, verbal, and interpersonal skills.

This position is responsible for supporting matrixed technical project teams, activities, and stakeholders as follows:
  • Directly support a dynamic program that includes network, systems, and security engineers; development teams; and technical leadership.
  • Lead phased program initiation, planning, execution, and monitoring activities.
  • Plan, organize, and direct the completion of medium to large projects on time, on budget, and within scope.
  • Coordinate and facilitate project meetings with end-users through high-level government stakeholders to corporate executive management.
  • Oversee the development of required program documentation (e.g., charters, CONOPS, ROMs, requirements, design documents, implementation plans, test plans, schedules, etc.).
  • Assign program tasks, track timely task completion, and communicate / mitigate task delays.
  • Identify and assist in the development and finalization of required program deliverables.
  • Oversee program-related contract actions and financial tasks.
  • Communicate status and escalate issues to leadership as appropriate.
  • Assist with / co-manage correlated transition planning efforts.
  • Other duties, as assigned.


Required Skills

  • U.S. Citizen.
  • Bachelor's degree in Science, Technology, Engineering and Mathematics (STEM) discipline or Business / Management degree preferred.
  • Active Secret security clearance required to interview with the ability to obtain a Top Secret with SCI security clearance.
  • Current DOD 8140 Information Assurance Technology (IAT) Level II certification (Security+).
  • 10+ years of experience in Information Technology with increasing project and program management and leadership responsibilities, including planning, scheduling, task prioritization, and execution.
  • Demonstrated ability to apply an understanding of engineering and systems administration/operations to proactively identify and remediate day-to-day technical and operational challenges.
  • Ability to travel to CONUS / OCONUS locations and installations.
  • Energetic and conscientious self-starter with strong ability to work independently, multi-task, and effectively manage time.
  • Proactive, organized, and exceptionally detail oriented.
  • Exceptional planning, problem-solving, data collection, and analytical skills.
  • A critical thinker with the ability to tackle discrete objectives while keeping focus on the bigger picture / broader strategy.
  • Advanced proficiency in Microsoft Office tools and O365, including Excel, Word, PowerPoint, and Teams.
  • Experience with Change Control Board processes.
  • Experience collaborating with cross-functional teams to secure an Authority to Operate (ATO).
  • Implement NIST 800-53 controls and ensure compliance with DISA STIGs.
  • Thrive in a fast-paced environment with firm deadlines and critical, quick turnaround and ad-hoc tasks.
  • Flexible; comfortable with ambiguity, competing priorities, matrixed organizations, and multiple stakeholders.
  • Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
  • Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders from peers to end-users to executive management.


Desired Skills

  • Active DoD Top Secret clearance with the ability to obtain a Top Secret with SCI security clearance.
  • Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification.
  • Current DOD 8140 Information Assurance Technology (IAT) Level III certification (CASP+ CE, CCNP, CISSP, etc.).
  • Prior ScrumMaster experience and/or hands-on knowledge of Agile Methodology.
  • Prior Department of Defense and SUNet experience.
  • Hands-on experience and/or pertinent knowledge of Jira and Atlassian.
  • Fundamental knowledge of computer networking, information assurance, and network security.
  • Broad understanding of systems and network engineering tools, techniques, and best practices.
  • Professional attitude and superb client-facing skills.
  • Current team leadership.
  • Current program strategy development skills.
  • A track record of self-improvement and continuous learning.
  • Ability to make decisions in matters of significance.
  • Local resource; ability and willingness to work in the corporate office 2 days per week.
