Job Details
We are seeking an experienced RFP Writer to lead the development of a formal Request for Proposals (RFP) package on behalf of a major state health agency. The project focuses on the modernization of State-Based Exchange (SBE) and Medicaid Eligibility & Enrollment (E&E) systems mission-critical platforms that support millions of residents.
This role involves creating the RFP, not responding to one. You ll collaborate closely with public sector stakeholders to define procurement strategy, facilitate workshops, and draft all components of the RFP package from scope narratives to vendor evaluation tools.
Key Responsibilities:
Draft formal RFP documents for public sector procurement in healthcare IT.
Facilitate meetings to gather and document requirements, SLAs, and scope.
Define vendor qualifications, payment structures, and performance expectations.
Conduct research into procurement best practices across state health programs.
Develop templates and tools to support vendor evaluation (but not perform evaluations).
Work with internal and external partners to ensure quality and clarity of all documents.
Required Qualifications:
5+ years of experience writing RFPs or formal procurement documents for state or public sector agencies.
In-depth knowledge of Medicaid, public health, or healthcare IT systems.
Strong writing skills and attention to detail with minimal need for edits.
Proven ability to facilitate requirement-gathering sessions with diverse stakeholders.
Familiarity with CMS, MITA, or other federal/state procurement frameworks.
Preferred Qualifications:
Experience supporting State-Based Exchange or Medicaid modernization efforts.
Exposure to procurement efforts across multiple state agencies.
Understanding of modular/agile procurement practices.
