CTG is seeking to fill an IT Procurement Technician 2 opening for our client in Austin, TX.
Location: Austin, TX (hybrid remote)
Duration: 2 months with possible extension
Duties:
Possess and apply current knowledge of business trends, government regulations, software licensing practices, and negotiation techniques to locate manufacturers and vendors for technology products or services
Coordinate and participate in the creation and editorial review of solicitation packages
Collaborate with Subject Matter Experts (SMEs) to include program-specific requirements in procurement documents
Provide high-level technical assistance regarding procurement processes and strategies
Organize and analyze procurement requirements across multiple program areas
Work closely with Procurement and Contracting Services (PCS) and Legal Services to determine appropriate solicitation methods, timelines, and manage the full procurement lifecycle
Participate in workgroups and training activities as a Subject Matter Expert (SME), including development and delivery of presentations to management and staff
Skills:
Strong knowledge of procurement best practices, software licensing, pricing negotiation, and contract compliance
Ability to coordinate with multiple stakeholders to develop high-quality Requests for Proposals (RFPs)
Skilled in facilitating Joint Application Design (JAD) sessions and gathering stakeholder requirements
Capable of developing performance measures, cost models, and financial documentation
Proficient in business process modeling and drafting procurement documentation
Familiar with state procurement regulations and contract management procedures (especially in Texas)
Experience:
5+ years of experience writing RFPs
5+ years of experience leading JAD sessions
5+ years of experience developing performance measures for solicitations and resulting contracts
5+ years of experience in quality assurance activities for large-scale projects
Preferred: Experience with Texas Medicaid
Preferred: Experience creating AS-IS and TO-BE process models
Preferred: Experience developing cost models, pricing workbooks, and financial requirements
Preferred: Experience with Federal funding requests (e.g., Planning and Implementation Advance Planning Documents)
Preferred: Knowledge of the State of Texas Procurement and Contract Management Guide
Preferred: Experience drafting RFPs within Texas state health agencies
Preferred: Experience negotiating large contracts
Education:
Bachelor s degree in Business, Information Technology, Public Administration, or a related field preferred
Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM) credentials are a plus
