Job Title: IT Procurement Technician 2 / Contract Manager
Location: Austin, TX
Duration: 12 Months

Work Schedule: 2 days remote (Thursdays and Fridays), 3 days onsite (Mondays, Tuesdays, Wednesdays)
Position Overview
This role requires 4 7 years of relevant experience. The IT Procurement Technician / Contract Manager will support procurement processes, contract management, and vendor negotiations for IT and Medicaid-related initiatives. Candidates should be familiar with standard procurement practices, government regulations, and software licensing. A Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM) credential is a strong plus.
The position requires limited supervision but offers considerable latitude for independent judgment and initiative.
Job Description
Maintain current knowledge of business trends, government regulations, software licensing, negotiation, and pricing techniques.
Identify and evaluate technology product/service manufacturers, ensure vendor order fulfillment, and negotiate pricing and delivery schedules.
Actively coordinate and contribute to the solicitation package development, including editorial duties and collaboration with Subject Matter Experts (SMEs).
Provide high-level technical assistance to IT, Medicaid & CHIP Services (MCS), and other program staff on procurement processes.
Coordinate and analyze procurement requirements across multiple program areas.
Work closely with Procurement and Contracting Services (PCS) and Legal Services on solicitation methods, timelines, procurement postings, and process management.
Serve as a subject matter expert in workgroups and training activities, including creating and delivering presentations.
Candidate Skills and Qualifications
Minimum Requirements:
At least 5 years of experience drafting RFPs within state health agencies.
At least 5 years of experience leading JAD sessions to gather requirements from stakeholders.
At least 5 years of experience developing key performance measures for solicitations and resulting contracts.
Preferred Qualifications:
5 years of experience with Texas Medicaid.
5 years of experience creating process flows for AS-IS and TO-BE models.
5 years of experience developing cost models, pricing workbooks, and financial requirements.
Prior experience developing Federal funding requests (Planning or Implementation Advanced Planning Documents).
Knowledge of the State of Texas Procurement and Contract Management Guide.
Experience negotiating large contracts.
Experience performing quality assurance activities on large projects.
