The Washington Metropolitan Area Transit Authority (WMATA) Human Capital Shared Services (HCSS) department is seeking a highly skilled, knowledgeable, and motivated Human Capital Data Integrity & Compliance Analyst to join our team. Minimum Qualifications

Education
  • A bachelor's degree in human resources management, Data Analytics/Statistics, Information Systems/Management Information Systems, Business Administration or a related field

Experience
  • Seven (7) years of experience conducting audits, data quality assessments, or compliance reviews within a structured, regulated, or unionized environment.
  • Must include a minimum of five (5) years of experience supporting human capital systems and data processes in a compliance, data integrity, transaction oversight, or process validation role.
  • Demonstrated experience utilizing human capital platforms and workflow tools such as approval chains, automated routing systems, and transaction status monitors to support audits, data reviews, compliance tracking, and resolution of processing issues.

Certification/Licensure
  • N/A

Preferred Qualifications
  • Experience working in a unionized or public sector environment is preferred.

Summary

The Human Capital Data Integrity & Compliance Analyst plays a critical role in ensuring the accuracy, integrity, security, and regulatory compliance of Metro's human capital data across systems and workflows. This position leads operational oversight of human capital processes to ensure transactions are executed correctly, data is properly managed, and the organization remains audit-ready and aligned with long-term compliance standards. The Analyst is responsible for developing, implementing, and enforcing data and process controls that support Metro policies, labor agreements, and federal/state regulatory requirements. Serving as a key liaison across Human Capital, Payroll, Finance, Labor Relations, Records, and Digital Modernization, the Analyst partners with stakeholders to align internal practices, validate system processes, resolve data issues, and support the continuous improvement of human capital operations through standardized documentation and reporting.

Job Duties
  • Leads compliance-driven data reviews, audits, and internal control assessments within the department human capital systems and workflows.
  • Establishes and enforces data protocols, audit trails, and documentation standards to ensure accuracy, compliance, and accountability across employee lifecycle transactions, position management, and on boarding processes.
  • Serves as the department lead for regulatory audit coordination and human capital data integrity reviews including audits conducted by external parties and internal oversight teams in conjunction with the Human Capital Solutions team.
  • Monitors and resolves data discrepancies, policy/standard operating procedure deviations, and process issues by conducting root cause analysis and supporting continuous improvement efforts.
  • Supports the design and manages as well as validates high-impact workflows, including new hires, job data changes, personnel actions, and transactions governed by labor agreements, ensuring accuracy, compliance, and proper documentation.
  • Partners with Human Capital Information Management and Digital Modernization in the development and timely deliver, accurate, and actionable reports to support leadership decision-making, compliance tracking, legal requests, and workforce analytics.
  • Coordinates with cross-functional partners in Payroll, Labor Relations, Budget, Records, and other Human Capital teams to ensure consistent and compliant processing practices.
  • Maintains and routinely updates standard operating procedures, routing protocols, and functional documentation in alignment with organizational policy and best practices.
  • Educates internal users on data accuracy standards, secure data handling practices, and compliance expectations related to human capital processes and systems.

  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
