The City and County of Broomfield IT Department s purpose is to strengthen trusted partnerships with our community that guide innovative, secure, and sustainable technology solutions.

The City and County of Broomfield is seeking a knowledgeable and collaborative Outside Plant (OSP) Project Manager to support the planning, design, and development of our citywide fiber network. Working closely with IT staff and other departments, this role will help ensure projects align with our Fiber Master Plan and move forward smoothly.

We re looking for someone with a strong understanding of fiber optic systems and hands-on experience managing all aspects of Layer 0/1 network infrastructure. The ideal candidate will be skilled in designing, building, and operating fiber networks. Experience with dark fiber leasing, enterprise networks, and emerging fiber technologies is a big plus.

The IT department is made up of 41 staff in 6 divisions (GIS, DevOps, Customer Success, Project Management, Cybersecurity, and Administration) and is responsible for guiding and governing City and County technology focused on business solutions, reliability, innovations, and customer satisfaction. The department is responsible for providing:

The Outside Plant (OSP) Program Manager position is a limited term position through December 31, 2026, with the potential for permanent placement.

Hiring Range: $96,262.40 - $130,249.60

Working Hours/Location:

  • Monday-Friday 8am-5pm

  • After hours emergency on-call

  • Hybrid work environment with expectation to be in the field as needed

  • Office located at the George Di Ciero City and County Building, but frequent travel to other City and County of Broomfield facilities and work sites is necessary.

Anticipated Hiring Timeline:

Essential Required Tasks/Examples of Duties

Project Management

  • Single point of contact for management of OSP fiber projects to include coordination of design, coordination on budgets, creation of schedules, planning and contractor resource assignment, selection and coordination with contractors to perform Subsurface Utility Engineering (SUE) and tracking contractor performance to include billing against budget and contract.

  • Oversee the deployment and operations of new and existing fiber infrastructure, managing construction timelines, budgets, permitting and vendor relationships to ensure timely and cost-effective project completion.Serve as the primary liaison for internal departments, private partners, and internal/external stakeholders regarding fiber projects. Facilitate dark fiber leasing opportunities and partnerships to maximize network value. Provide technical expertise to support enterprise network expansion initiatives and develop partnerships with regional service providers to enhance broadband access and connectivity.

  • Manage proposals, SOWs, bids, scope definition, engineering design cycles and design review and approvals and contract closeout.

  • Represent interests in joint build OSP projects.

  • Provide weekly project status reports (financial, schedule, Q/C).

  • Provide construction consulting services.

  • Assist with the development of agreements with public and private AoA's as required.

  • Conduct research and advise the City and County on pricing structures to lease or sell fiber optic infrastructure.

  • Coordinate with Agency of Authority (AoA) for current and future projects, such as Railroad, Ditch, DOT, State Lands, Federal Lands, Private Lands, etc. as it pertains to construction efforts that might include such AoA.

  • Manage Quality Control program and ensure all closeout documents are obtained and operationalized to include route as builds, GIS data, and punch list.

  • Provide regular field inspections, verification of work, and reporting on ongoing construction projects.

  • Assist in the development of new and update of current Standard Operating Procedures (SOP) regarding installation, service and repair and underground and aerial fiber optic facilities.

  • Draft statements of work related to the construction, installation and/or repair of fiber optic systems to include inside plant and outside plant requirements.


Records/GIS Management

  • GIS Platform & Data Coordination: Coordinates data management of the City s fiber network using GIS tools. This includes general platform upkeep, collaboration with GIS staff and ensuring accurate asset record collection. This role will directly support in field GPS data collection of fiber optic assets (manholes, handholes, cabinets, etc.) and the verification of fiber characterization in the city s fiber management platform.

    • Create and maintain geospatial (GIS) data for fiber optic assets; including manholes, handholes, vault covers, fiber strands, rout types, duct occupancy and other datapoints.

  • As-Built Data Management: Responsible for collecting as-built data in CAD or PDF format from engineering/construction vendors and ensuring successful translation to the City and County digital platforms for their GIS records.

  • Deliverables and Invoicing

    • Provide monthly status reports on active projects and activities which include a summary of schedules, risks, issues, and completed tasks during the reporting period.

    • Provide a dashboard of activity for City representatives to access and review.

    • Invoice will include attachment with detailed work activity on approved efforts for the billed period.

Minimum Qualifications

Education

  • High School Diploma/GED - required

  • Bachelor's Degree from an accredited college or university, preferably in construction management, engineering, or other related technical field - preferred

Experience

  • 5+ years experience required in the telecommunications industry with outside plant, fiber optics, telecommunication architectures, optical transport equipment, and project management experience.

  • Public sector experience - preferred

Or any equivalent combination of training and experience that provides evidence that the applicant possesses the Necessary Applicant Traits.


NECESSARY SPECIAL REQUIREMENTS (in addition to above requirements):

Must be at least 18 years of age. Must possess and maintain a valid driver's license and safe driving record for continued employment. New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: in-person or virtual interviews, reference checks, background checks including local police check and sex-offender registry, and DMV check, and pre-placement physical and drug screen. An employee must maintain the required licenses and certificates as a condition of employment.
