We are seeking a highly experienced and motivated Senior Director of Mainframe to lead our Mainframe teams in a fast-paced and dynamic environment in the Infrastructure Management Division under the City of New York Office of Technology and Innovation organization. The ideal candidate will have a proven track record of success in managing and optimizing Mainframe team for large-scale enterprise environments. They will also have a deep understanding of cloud technologies and the ability to leverage these technologies to deliver innovative and cost-effective solutions.

Responsibilities will include:
- Play a key role in driving the success of IM strategic initiatives within OTIs broader organizational goals, specifically for the Mainframe group.
- Provide strong leadership to the Mainframe team, ensuring clear communication, goal setting, and performance management.
- Ensure all projects are accurately tracked in the organizations system of record, maintaining up-to-date progress and adherence to committed timelines.
- Conduct monthly reviews of Mainframe group assignments related to incidents and open requests, ensuring timely resolution.
- Identify opportunities for process optimization and efficiency improvements, leading initiatives to implement enhancements within the Mainframe team.
- Manage relationships with external vendors and service providers to ensure high-quality service delivery and compliance with contractual obligations.
- Review and approve all Mainframe group procurements to ensure alignment with operational needs and budgetary constraints.
- Assess and mitigate risks associated with Mainframe operations, including security vulnerabilities, compliance requirements, and technology dependencies.
- Collaborate with internal stakeholders, including IT leadership and business units, to ensure Mainframe services meet their needs and strategic objectives.
- Produce detailed and meaningful weekly reports on Mainframe group initiatives and project progress.
- Stay informed on industry IT trends and recommend system and process improvements for the Mainframe group.
- Develop performance metrics to measure team productivity and efficiency, driving continuous improvement.
- Foster collaboration between engineering and operational teams to enhance Mainframe service delivery.
- Monitor consultant and contractor performance, completing annual vendor rating reports to assess service quality.
- Serve as the first responder to significant outages, actively participating in incident resolution and reporting to upper management.
- Oversee Root Cause Analysis (RCA) sign-off for incidents and ensure permanent fixes are implemented.
- Lead and oversee special projects and initiatives, including the Mainframe Disaster Recovery (DR) migration from the Sterling Forest Data Center, ensuring a seamless transition and continuity of critical services.
- Oversee special projects and initiatives as assigned.

HOURS/SHIFT
Day - Due to the necessary management duties of this position in a 24/7 operation, the candidate may be required to be on call and work various shifts such as weekends and/or nights/evenings.

TELECOMMUNICATION MANAGER - 82984

Minimum Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.

Preferred Skills

The preferred candidate should possess the following: - 5+ years of experience in IT management, with a focus on Mainframe team services delivery and vulnerability management. - Strong leadership and management skills, with the ability to effectively lead and motivate a team, delegate tasks, and resolve conflicts. - Excellent communication skills, both verbal and written, with the ability to articulate complex technical concepts to non-technical stakeholders and present information clearly and persuasively. - Strong analytical and problem-solving skills, with the ability to identify root causes of issues, develop solutions, and make informed decisions. - Ability to think strategically and develop long-term plans and goals for Mainframe operations, in alignment with organizational objectives. - Proven ability to collaborate effectively with cross-functional teams and build positive relationships with internal and external stakeholders. - Experience leading change initiatives and managing organizational transitions, with a focus on minimizing disruption and maximizing efficiency. - Experience with technologies such as z/OS/RACF/CICS/storage/hardware (z/16 and z/14, etc.) - Experience with IT service management (ITSM) tools and technologies, such as ServiceNow. - Experience with IT security best practices, such as NIST Cybersecurity Framework or ISO/IEC 27001. - Experience with IT system monitoring and performance analysis tools and technologies. - Experience with automation tools and technologies, such as Ansible, Terraform, or Chef is a plus. - Experience with hybrid cloud management platforms is a plus.
