Job Details

  • Position Title: Senior IT PMO Liason
  • Location: Richmond, VA (Hybrid)
  • Interview: Webcam and In Person
  • Position Type: Part-time contract (20hrs week)

Key Responsibilities:

  • Lead the origination and development of proposals, statements of work, and RFP responses; manage the technology procurement lifecycle in alignment with Commonwealth guidelines.
  • Facilitate planning across business and technical teams to develop actionable project strategies that align with agency priorities and best practices.
  • Build and maintain comprehensive project plans including schedules, risk mitigation strategies, performance checkpoints, and resource allocations.
  • Ensure seamless transition of projects from planning to execution, utilizing PMI-aligned project management best practices.
  • Provide robust governance and oversight throughout the project lifecycle, ensuring compliance with VDOT and VITA frameworks.
  • Monitor vendor performance using established metrics, ensuring timely and high-quality deliverables.
  • Cultivate strong stakeholder relationships at all levels, including executive leadership, vendors, and project sponsors.
  • Align project goals with organizational technology strategy, ensuring consistency and strategic value delivery.
  • Foster a positive and collaborative project culture, demonstrating high emotional intelligence (EQ) and leadership maturity.
  • Support compliance with all Commonwealth technology and procurement policies and procedures.

Qualifications:

  • Minimum 15 years of overall IT experience; infrastructure experience preferred. Application development experience is a plus.
  • At least 10 years managing large-scale, enterprise-level projects with a focus on delivery and governance.
  • Minimum 5 years of procurement experience, including contract negotiation and original development of SOWs and RFQs.
  • Proficiency in Microsoft Project, Visio, and the Microsoft Office Suite.
  • Strong financial literacy in budgeting, accounting, and project cost management.
  • Experience with VITA s Commonwealth Technology Portfolio (CTP) and ECOS process is strongly preferred.
  • Familiarity with Commonwealth IT procurement processes including RFP, VITA Statewide Contracts, and CAI SOWs is highly desirable.

Certification:

  • PMP certification (PMI) or qualification under the Commonwealth of Virginia IT Project Manager Standards.
