Oracle C2M Upgrade Consultant

The client is upgrading its Oracle Customer to Meter (C2M) platform from version 2.6 to version 2.9 or greater to align with Oracle s latest supported features, improve system performance, and enable future utility capabilities. The project team includes internal departments and vendor partners responsible for implementation and technical operations. This Task Order outlines the engagement of a Subject Matter Expert (SME) to provide expert-level guidance throughout the lifecycle of the upgrade.
The consultant shall perform the following services in coordination with WSSC Water s internal teams and external partners:
Develop an Advisory Engagement Plan aligned with the project schedule and milestones. Participate in planning, design, and status meetings as needed.
Review and validate business requirements and functional specifications.
Recommend best practices for rate design, billing configurations, User Acceptance testing, and customer account migration
Provide guidance on cutover strategy, data readiness, and cut-over activities.
Advise on testing strategy for billing-related scenarios, including regression, exception, and user acceptance testing.
Evaluate the impact of integrations with MDM, customer portal, IVR, and third-party billing components.
Participate in cutover planning and Go/No-Go readiness assessments.
Provide advisory support during post-Go-Live monitoring and issue triage.
The SME shall remain available to assume additional responsibilities to support the successful delivery of WSSC Water s Oracle C2M upgrade project. These responsibilities may include, but are not limited to:
Strategic guidance on Oracle C2M billing configurations and rate structures.
Recommendations on data conversion approaches and billing impact analysis.
Oversight of integration points related to billing (e.g., MDM, payment gateways, IVR, customer portal).
Expert support during cutover planning, stabilization, and post-Go-Live triage. WSSC Water reserves the right to expand the SME s responsibilities based on project priorities, newly identified risks, or evolving stakeholder needs. Any adjustments in scope or duration will be managed through the formal Change Control Process
