Title: Senior IT Advisor

Summary:
Seeking an individual with strong expertise to provide guidance and support in modernizing the divisions within the Department. This role will involve recommending IT improvements across divisions and assisting leadership in the implementation of modernization initiatives. This position requires mastery of multiple disciplines in the technology field. Beyond technical acumen, the position demands in-depth knowledge and application of professional, leadership techniques, practices and theories. Strategic innovation and execution are critical to all organizations both with regard to leadership and direct functional strategies that will impact Government, political subdivisions, constituents and customers. Skills gained through a history of successful implementations and leadership will be required to manage and direct staff across many technical disciplines. This senior level position is responsible for the full life cycle of enterprise-wide hardware and software solutions and will assist in formulating and administering policies and procedures, including implementing long-range goals and objectives. The position requires high expectations of accomplishment and extraordinary strategic business and industry knowledge, ambition, talent, and people skills. This position must have Solid "people skills , including proven ability to handle the myriad of interpersonal aspects of group leadership, including staff coaching/counseling; and group and individual motivation. They must be a genuine "team player focused on excellence in internal and external customer service, demonstrated ability to contribute positively in conflict situations, and be willing to pursue and reach consensus based on overall organization goals. Must have management experience in preparing a complex organization for major technological and/or cultural change, including significant user interaction, training development and delivery, and communication preparation and delivery. Must have the ability to work with agency partners and have the inherent ability to project a positive image with both agency partners and colleagues.
Technical Skills:
Cybersecurity & Risk Management: Protecting sensitive government data and ensuring compliance with federal/state regulations.
Cloud Computing & Infrastructure: Expertise in AWS, Azure, or government cloud systems for modernization projects.
Data Analytics & Integration: Ability to analyze large datasets to inform policy and improve services.
Enterprise Architecture: Designing scalable IT systems that align with long-term government strategies.
Project & Program Management: Overseeing multimillion-dollar IT initiatives across agencies.
Strategic & Advisory Skills:
Policy & Regulatory Knowledge: Understanding state/federal IT laws, procurement rules, and compliance frameworks.
Stakeholder Engagement: Working with elected officials, agency heads, and community groups to align IT with public needs.
Leadership & Team Management: Guiding analysts, developers, and contractors in complex projects.
Communication & Negotiation: Translating technical issues into actionable policy recommendations for non-technical leaders.
Problem-Solving & Innovation: Advising on emerging technologies (AI, blockchain, digital identity) to improve efficiency.
Job Requirements:
Possession of a bachelor's degree, with emphasis in Computer Science, Information Systems, Telecommunications, I/T Discipline.
Possess a minimum of five years of experience in senior leadership.
Possess a minimum of five years of experience leading a technical team.
Possess a minimum of three years of experience in strategic planning demonstrating the ability to develop, analyze and decide among alternative solutions to current and anticipated IT needs.
Required Skills:
