Job Details

Location & Work Arrangement

  • City, State: Jackson, Mississippi
  • Work Arrangement: Hybrid. Must travel to the work location a minimum of 2 weeks per month.
  • Contract: This is a Contract position.
  • Mode of Interview: Either In-person or Webcam.
  • Schedule: Monday - Friday, 8:00 AM - 5:00 PM. On-Call required.

Key Mandate and Scope of Work

The core objective is to reduce legal and regulatory risk, improve policy effectiveness, and provide data-driven insight for strategic decision-making within the MDES ReEmploy Modernization project.

1. Governance and Risk Management (Advanced Level)

  • Regulatory Compliance: Identify gaps in compliance with state and federal laws and regulations (e.g., data protection, cybersecurity, DOL rules).
  • Policy Effectiveness: Evaluate whether IT policies are legally sound, up-to-date, properly implemented, and enforced.
  • Accountability: Confirm IT practices align with internal policies, governance frameworks, and regulatory expectations.
  • Risk Prioritization: Prioritize remediation based on business, legal, and compliance risk, not just technical severity.

2. Consulting & Project Delivery (SME Level)

  • Project Management: Planning, executing, and delivery of complex consulting engagements (SME-level expertise required).
  • Technical Expertise: Deep knowledge in IT, Finance, HR management, with the ability to analyze complex problems and design practical solutions.
  • SDLC/Methodology: SME-level expertise in designing and developing tailored SDLC; intermediate knowledge of Agile and DevOps is required.
  • Reporting & Strategy: Deliver clear, unbiased insight to leadership, translating technical findings into legal and policy implications.

3. Required Specialized Skills

  • Financial Acumen (SME): Required expertise in Project Financials, Financial Management, Analysis, Forecasting, and Budgeting.
  • Business Intelligence (SME): Required expertise in Business Intelligence concepts and processes.
  • QA/Testing (SME): Required SME-level expertise, including Certification in QA.
  • Stakeholder Management: Ability to manage client expectations, scope, professional negotiation, and conflict resolution.
