Summary

Comtech is seeking an experienced Project Manager to manage and deliver one or more complex IT projects for the Virginia Department of Transportation (VDOT) Information Technology Division. This role requires managing multiple teams and work streams to meet an aggressive delivery schedule.

Reporting to the Program Manager, the Project Manager is directly responsible for the successful outcome of all assigned projects. The candidate will lead the project team through the Commonwealth Standard for Project Management, ensuring successful completion of all project phases: Pre-Select, Initiation, Planning, Execution and Control, and Closeout.

Key Responsibilities:

Serve as a hands-on technical project manager with development staff and business groups.
Coordinate and communicate with ITD management and staff to coordinate work tasks and resourcing.
Communicate timelines and expectations to technical and business staff.
Collaborate with vendors, consultants, and contractors in the execution of projects including contract management and working with the procurement office(s).
Adhere to VDOT and VITA project management practices and governance requirements; coordinate with VDOT and VITA Project Management Offices.
Maintain project budget, plans, tasks, schedules, risks, and status and disseminate information to team members and customers as defined in the communications plan.
Ensure documentation of requirements and use cases, facilitate design workshops for assigned projects.
Ensure definition of test objectives, designed test plans and test cases for assigned projects.
Provide the management of project milestones and deliverables for on-time and on-budget delivery.
Define, measure, and clearly communicate progress with metrics.
Support system and application training efforts.

Qualifications Required:

The candidate must have a minimum of 8 years experience managing large projects and a bachelor's degree.
Experience in IT Infrastructure delivery (networking, physical plant, vendor management, site provisioning).
Experience managing large, multi-stream projects.
PMP or Qualified under Commonwealth of Virginia Qualification Standards for IT Project Managers for Category 4 Projects.

Preferred:

Experience in both Agile and Waterfall project management..
Agile Scrum Master certification
Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server)

Special Instructions to Applicants:

This position requires a fingerprint-based background check.
PMP certification from PMI or PM certification from VITA is required - no other certification qualifies.

Required Skills & Qualifications:

Required (10+ yrs of Experience):
R1.	Candidate must have a minimum of 10 years experience managing large projects
R2.	Solid understanding of software development life cycle models as well as expert knowledge of both Agile and Waterfall project management principles.
R3.	Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server)
R4.	Bachelor Degree
Desired (10+ yrs of Experience):
D1.	Balance business/technical background with sufficient level of technical background to provide highly credible leadership to technology teams.
