Project Scope:
The Broadband Project Analyst will be responsible for supporting the end-to-end projects for the
County's Broadband Program under the leadership of the Broadband Division Leader. This role ensures
successful activities in two primary workstreams: Broadband Infrastructure, and Broadband Adoption and
Community Engagement (BACE). The Broadband Project Analyst provides project support for customers,
professional and technical staff; performs requirements analysis, applications design, feasibility studies
and other information technology functions for customers, in support of County administrative and
business services, and will work closely with IT, business teams, service providers, and community
organizations. A strong onsite presence is required to facilitate project execution, testing, training, and
user adoption. To be successful in this role, the Broadband Project Analyst should have a combination of
technical and soft skills.
Roles/Responsibilities:
- Provides key support to for the grant-funded Digital Equity Hub program under the Together for better Digital Equity Project (TBDEP); leads execution, coordination, and analysis of project activities, ensuring alignment with TBDEP's digital inclusion goals that support countywide device distribution, digital literacy training, technology career training, low-cost internet offers, community-based programming, and integration of digital equity services with County departments; supports two county departments with establishing activities and referral programs; supports data analysis and integration efforts for success.
- Provides analytical and operational support for the federally funded Together for Better DigitalEquity Project's (TBDEP) Digital Equity Hub program which establishes a countywide digital equity program for services such as device access, low-cost internet offers, digital literacy and technology career skills trainings.
- Assist multiple county departments with establishing referral programs and executing digital equity activities such as device distribution, digital literacy trainings, virtual tech support, promotion of devices access, small business technology trainings, and job-related skills trainings.
- Collaborate with team members to plan, implement, and monitor program activities, addressing any challenges that may arise.
- Assist in the coordination of partner engagement efforts, ensuring effective communication and collaboration across stakeholders such as nonprofits and community-based organizations.
- Assist in data gathering efforts, reports, presentations, and other documentation to communicate program updates to internal and external stakeholders.
- Participate in meetings with stakeholders, including government agencies, nonprofit organizations,and community groups, to advance program objectives; working with Broadband Division Leader to support the development of project timelines, budgets, and deliverables, ensuring resources are allocated appropriately.
- Assists with activities to support the development and building of broadband infrastructure through internet service providers and other organizations that build infrastructure; assists with RFQ and Qualified participants and project planning, areas to develop, monitoring, and reporting on project activities; facilitates and coordinates activities as assigned between the county and providers.
Daily/Weekly expectations:
- Participate in meetings for assigned project daily/weekly.
- Meeting notes using our template to be sent out within 24 hours of each meeting.
- Timelines and deliverables will be met as indicated in project plan.
- Update weekly project spreadsheets and other documents.
Additional overview:
- Work closely with the Broadband Division Leader for the allocation of resources.
- Coordinate with internal County departments on communication to County staff and external partners.
- Collaborate and align efforts with departments both within and outside the county.
- Develop change communications tailored to specific audiences, both internal and external.
- Adhere to established change management processes.
- Contributes to the efficiency and effectiveness of assigned projects by offering suggestions or direction as a member of the team.
- Ability to manage multiple projects simultaneously
Mandatory Skills:
- minimum of four (4) years in the Information Technology Field
- Bachelor's Degree or equivalent
- Two (2) years' experience managing multimillion dollar projects in large-scale systems
- Hands-on experience developing both technical and user-friendly communications
- Ability to work onsite full time, Monday Thursday, 10-hour days
- Must be a Clark County resident
Desirable Skills:
- Knowledge of social services in government or nonprofit settings; understanding of digital inclusion and best practices related to equity, access to technology, broadband, digital literacy, and underserved communities; understanding of community needs and barriers including issues such as lack of access to high-speed internet, limited availability of affordable devices, or insufficient digital literacy skills; considers additional factors contributing to barriers such as economic factors, geographic location, and cultural and linguistic factors.
- Exceptional organizational skills with the ability to meet deadlines and prioritize tasks effectively.
- Excellent communication skills to prepare clear, concise reports, presentations, and correspondence; skill in providing technology-related digital navigation services such as assisting with accessing and utilizing devices, broadband services, connecting with relevant digital services in the County, and troubleshooting technical issues; exercising sound independent judgment within established procedural guidelines; establishing and maintaining effective working relationships with those contacted in the course of the work; planning, directing and reviewing the work of others on a project or day-to-day basis; instructing others in work procedures.
- Ability to collect and analyze program data, assess trends, interpret results, and prepare reports ton guide decision-making and program improvements; strong ability to analyze problems, identify solutions, and take appropriate action; ability to lead trainings for internal and external county stakeholders; ability to work well in team settings; represent the County at external engagement events as needed.
- Exceptional written and verbal communication skills in English, with fluency in both oral and written formats.
- Experience with Microsoft Office Products.
- Must be able to pass a stringent criminal background check.
