Job Details

ResiliEnt Business Solutions on behalf of the State of SC is seeking a Technical Writer / Business Analyst to support the multi-year Medicaid Enterprise System (MES) Modernization initiative. The role focuses on developing and maintaining Advanced Planning Documents (APDs) required for federal compliance, reporting, and funding. This position is part of the DASH program a strategic initiative modernizing the agency s IT and operations landscape.

Responsibilities

  • Develop and maintain APDs and tech documentation aligned with CMS standards

  • Collaborate with project teams, vendors, budget analysts, and business leads

  • Translate technical concepts and business requirements into clear documentation

  • Conduct research and compile data to create meaningful narratives and updates

  • Create SOPs, policies, procedures, and financial justification documents

  • Organize documentation according to federal and agency standards

  • Coordinate with internal teams to finalize planning documents on schedule

  • Monitor regulatory updates and ensure compliance in submitted materials

Required Skills

  • 3+ years developing and maintaining Advanced Planning Documents (APDs)

  • 3+ years experience in Medicaid, Health IT, or health insurance/public sector

  • Strong technical writing and project documentation experience

  • Excellent written and verbal communication skills

  • Experience with Microsoft Office Suite: Word, Excel, PowerPoint

  • Bachelor s degree in technical, business, or healthcare field (or equivalent experience)

Preferred Skills

  • Experience creating RFPs, RFIs, or contract documentation

  • Business process flow documentation and JAD session experience

  • Familiarity with government grant regulations and federal funding processes

  • Experience managing multiple priorities and understanding project financials

  • Prior state government or public health/human services background

  • Understanding of budgeting/accounting in government environments

  • Experience documenting SOPs and policy/procedure manuals

  • Experience preparing healthcare IT proposals or working in health tech
