Title - Scrum Master
Maryland Department of Health is seeking a Scrum Master (Senior) to lead, facilitate, and continuously improve the Agile process for one or more Scrum Teams to ensure successful delivery of high-quality products and releases. This role is responsible for developing team capabilities, removing impediments, enabling self-organization, and driving Agile maturity across the organization. The Scrum Master partners closely with Product Owners, Release Train Engineers, architects, and cross-functional technical teams.
Position Description: Leads Agile process for one or more Scrum Teams to ensure delivery and releases are within scope. Responsible for ongoing development of the team and continued improvement of the development process, product quality and quantity of work delivered. Guides and coaches Scrum Team.
Roles & Responsibilities:
● Lead Sprint ceremonies including Sprint Planning, Daily Stand-ups, Backlog Refinement, Sprint Review, and Retrospectives.
● Support Release Train Engineers (RTE) in PI Planning, Scrum-of-Scrums, System Demos, and release coordination activities.
● Drive adoption of agile best practices such as ATDD, BDD, TDD, Continuous Integration, Continuous Deployment, and automated testing.
● Coach squads on Agile values, self-organization, continuous learning, and cross-functional collaboration (“You Build It, You Own It” mindset).
● Develop and mature teams through Agile games, velocity tracking techniques, burndown practices, and retrospective formats.
● Promote a culture of transparency, accountability, and problem-solving.
● Assist the team in story refinement, estimate sizing, and sprint commitment processes.
● Ensure stable sprint execution by removing impediments, minimizing distractions, and resolving conflicts.
● Maintain focus on delivery goals, backlog health, and Product Owner alignment.
● Collect, analyze, and present team performance metrics (velocity, throughput, predictability, quality, and impediment trends).
● Guide teams through maturity assessments and performance improvement initiatives.
● Collaborate with leadership to evolve process standards and transformation roadmaps.
● Lead or support transformation efforts from waterfall/hybrid to Agile delivery models.
● Apply scaling practices (e.g., SAFe, Spotify Tribe/Squad model) to integrate teams into larger release trains or portfolios.
● Act as a change agent within business units and technology groups.
● Drive or support cloud modernization initiatives including AWS and Google Cloud migrations.
● Coordinate with business and IT leads on resource planning, risk management, budget alignment, disaster recovery planning, and executive reporting.
● Support DevOps operating models, CI/CD pipeline enablement, and cross-team release readiness.
Education: This position requires a Bachelor’s degree from an accredited college or university with a major in a related field.
General Experience: The proposed candidate must have at least seven (7) years of relevant experience.
● Agile tools: Jira, Azure DevOps, Rally, VersionOne, Confluence, or similar
● CI/CD and automation: Jenkins, Git, Bitbucket, pipelines, deployment automation
● Cloud modernization experience (AWS, Google Cloud Platform strongly desired)
