Program Manager- DevSecOps & COTS software implementations

- Project Management Professional (PMP) certification or equivalent.
Qualifications:
- Minimum Education: Bachelor's degree in business, engineering, IT, or a related field (Master s preferred)
- Certifications: PMP or equivalent certification
- Experience:
- 10+ years of experience in program management
- Proven experience leading large-scale government IT programs (ideally in DoD/IC environments)
- Demonstrated success with Agile development, DevSecOps, and commercial-off-the-shelf (COTS) software implementations
The Program Manager (PM) is the senior leader responsible for the overall success of the contract, ensuring full compliance with Performance Work Statement (PWS) objectives while delivering mission-critical outcomes. The PM leads and oversees program activities, ensuring they are executed on time, within scope, and on budget. As the primary interface with Government stakeholders, the PM provides strategic guidance, risk mitigation, and operational leadership. While the PM s primary responsibility is oversight, they actively engage in programmatic problem-solving and coordination to ensure the seamless deployment of commercial software within a secure government cloud environment.
Duties may include:
- Serve as the primary point of contact for the Government, providing regular updates and resolving issues to maintain alignment with program objectives.
- Lead the development, planning, and execution of program schedules, budgets, and performance metrics, ensuring compliance with PWS requirements.
- Oversee contractor team activities, ensuring personnel are qualified and deliverables meet quality and timeliness standards.
- Monitor and manage program risks, developing mitigation strategies to ensure continuity and success.
- Guide and support the deployment, configuration, and integration of commercial software in secure cloud environments.
- Ensure all program activities adhere to applicable security, technical, and regulatory standards, including compliance with cloud-specific frameworks.
- Facilitate cross-team collaboration and communication to address challenges, align priorities, and optimize results.
- Implement best practices in Lean Six Sigma, Agile methodologies, and program management to enhance efficiency and outcomes.
- Deliver comprehensive reports, including performance reviews, risk assessments, and program updates, to Government leadership.
Skills and Experience
Required:
- Master s degree with 5 years of relevant experience, or bachelor s degree with 12 years of relevant experience managing large-scale DoD programs.
- Project Management Professional (PMP) certification or equivalent.
- Extensive experience managing programs in secure cloud environments, ensuring compliance with cost, schedule, and performance requirements.
- Strong knowledge of program management principles, including stakeholder engagement, performance tracking, and risk management.
- Familiarity with government contracting standards and NGA mission objectives.
- Demonstrated experience with the deployment of the proposed commercial contract writing applications for federal customers
- Demonstrated knowledge and training in the functionality and capabilities of the proposed commercial contract writing applications
- Demonstrated experience with the providing maintenance and support of the proposed commercial contract writing application within a federal customer environment
Desired:
- Advanced expertise in Agile and Waterfall methodologies.
- Knowledge of cloud technologies, including AWS or NGA s Cloud Services Infrastructure platforms.
- Prior experience managing technical teams in a DoD or Intelligence Community (IC) setting.
- Proven success in overseeing large-scale software deployment programs.
- Experience with NGA contracting ecosystem to include interfaces with NGA GEO-F and PeopleSoft systems
