Duration: 2 Years
Location: Springfield, IL
Initial 30 days On-Site (required). Following that, the role transitions to a hybrid arrangement-two days on-site (Wednesday and Thursday) at the Client Office, Springfield, and three days remote.

Position Overview:
  • The Client seeks an accomplished Senior Solution Architect to lead the design, modernization, and implementation of enterprise-grade applications within the Microsoft technology ecosystem. This role demands a combination of hands-on technical expertise, strategic architectural design, and cross-functional leadership to deliver secure, scalable, and maintainable solutions aligned with state modernization objectives.
  • The ideal candidate will bring a minimum of 5 years of experience overseeing IT application development using C#, .NET Framework, ASP.NET MVC/Razor Pages, Entity Framework, Angular, HTML, CSS, Bootstrap, jQuery, JavaScript, Azure DevOps, and Azure Cloud technologies, security principles and authentication frameworks such as Okta, OAuth, or OpenID. The architect will collaborate across multidisciplinary teams, ensuring solutions meet Client's compliance, accessibility, and performance standards.
Key Responsibilities
1. Solution Architecture & Design
  • Lead end-to-end architecture design for enterprise-scale applications built on Microsoft technologies.
  • Define and document solution blueprints, data flows, integration models, and deployment topologies.
  • Ensure adherence to industry best practices, scalability, performance, and compliance (WCAG 2.1, Section 508, NIST).
  • Translate business requirements into technical specifications, ensuring alignment with organizational goals.
2. Application Development & Integration
  • Oversee development initiatives across .NET, Angular, and Azure technology stacks, ensuring alignment with enterprise architecture and delivery standards.
  • Lead the design and implementation of modular, API-driven, and service-oriented solutions to enhance scalability and maintainability.
  • Partner with DevOps teams to streamline CI/CD pipelines and improve deployment efficiency through Azure DevOps.
  • Establish robust unit testing frameworks and enforcing consistent quality standards.
  • Conduct in-depth code reviews and system validations to ensure optimal performance, maintainability, and technical excellence.
3. Database Architecture & Management
  • Develop and maintain SQL queries, stored procedures, and optimized schemas adhering to Third Normal Form (3NF).
  • Conduct database performance tuning and troubleshooting for SQL Server and Azure SQL environments.
  • Ensure compliance with data governance, security, and encryption standards.
4. Cloud Architecture & DevOps
  • Architect and deploy Azure-based solutions leveraging App Services, Azure SQL, Key Vault, and Azure AD.
  • Implement CI/CD pipelines supporting automated builds, testing, and releases.
  • Enforce best practices in cost management, scalability, and monitoring using Azure Monitor and Application Insights.
5. Leadership, Governance & Mentoring
  • Provide technical guidance and mentoring to development teams ensuring adherence to coding standards and architectural principles.
  • Lead code reviews, architecture reviews, and knowledge-sharing sessions across teams.
  • Promote Agile collaboration and facilitate architectural decisions supporting iterative delivery.
Required Technical Skills & Experience
  • Minimum 5 years as a Solutions Architect overseeing IT application development using C#, .NET Framework, ASP.NET MVC/Razor Pages, Entity Framework, Angular, HTML, CSS, Bootstrap, jQuery, JavaScript, Azure DevOps, and Azure Cloud.
  • Minimum 3 years developing, maintaining, and troubleshooting SQL code and queries, with a strong grasp of database normalization (up to 3NF).
  • Fundamental understanding of security principles and authentication frameworks such as Okta, OAuth, or OpenID.
  • Minimum 3 years of hands-on Angular and TypeScript development experience.
  • Minimum 3 years designing and overseeing unit testing frameworks and quality assurance strategies.
  • Minimum 3 years of technical leadership and mentoring experience guiding development teams.
  • Minimum 3 years working in Agile/Scrum environments, actively participating in sprint ceremonies and backlog refinement.
  • Proficiency in Azure Cloud architecture, RESTful API integration, and DevOps pipeline automation.
  • Excellent written and verbal communication skills, with proven ability to collaborate effectively across business and technical stakeholders.

Preferred Qualifications
  • Certifications: Microsoft Certified: Azure Solutions Architect Expert, SAFe Agilist, PMP, or equivalent.
  • Familiarity with containerization (Docker, Kubernetes), microservices, and serverless technologies (Azure Functions).
  • Experience integrating authentication and identity management solutions using Okta and Azure AD.
  • Exposure to Power Platform, GraphQL, or API Gateway integrations is a plus.
