The New York Department of Citywide Administrative Services (DCAS) seeks an experienced, talented application Developer with strong mainframe enterprise applications and systems administration experience to join the Human Capital application development and support project team within the Information Technology line of service. DCAS acts as the Human Capital arm for the City of New York. The role of application developer is to assist the Human Capital group with their technological needs. DCAS currently maintains a Human Capital application portfolio, databases with information on Civil Service Examination for NY City, Citywide Equity and Inclusion systems and databases, City Personnel Investigation processing systems and many more.
Under the IT leadership, the Application Developer under varying levels of managerial or executive direction, with varying degrees of latitude for independent initiative, judgment and decision, performs difficult and responsible professional work in the planning, organizing, analyzing, designing and developing of the overall activities for the Mainframe application under Human Capital management applications that also integrates with various other applications and datasets in various technologies. Candidate will also participate and assist with the implementation of a new system that will replace current aging homegrown applications. The candidate will be part of the CPPS team to develop integrated solutions using Mainframe technology partnering along with other team member supporting .Net and CRM dynamics applications to meet the business needs. Candidate will be required to manage and support the project deliverables and system administrative functions for various functionality using Mainframe applications.
Responsibilities:
- Provide solutions through development to mainframe application functionality with various tools.
- Provide support and maintenance in troubleshooting and fixing bugs pre and post implementation.
- Work with business users and key stakeholders to develop functionality based on requirements and design.
- Participate in system analysis, system design and requirements sessions as needed.
- Create and maintain delivery timelines and release schedules.
- Demonstrate strong analytical and problem-solving skills; Excellent organizational and time management skills required.
- Engage with project team to gather best practices and guidance from the business team in an effort to integrate and improve user experience.
- Must have at least 5 years of development experience in Mainframe, ADABAS/NATURAL, JCL and Utilities
- Work independently and productively
- Assist teammates in technical or functional roles when needed.
- Candidate must have strong interpersonal skills, communication skills, Team Player & Dynamic Thinker
- Detailed technical understanding of data and technical database design
- Develop Ad-hoc reports, extracts and processes using ADABAS/NATURAL and JCL
- Minimum of 5 years hands on experience using ADABAS/NATURAL, JCL and TSO
- Full software lifecycle experience from requirements thru implementation and production support
- Experience developing functional and technical documents from business requirements.
- Experience in Test Driven Development (TDD) and Unit Testing
- Knowledge of System Design
- Experience with Agile (specifically SCRUM methodology) as well as Waterfall models.
- At least 5 years hands on experience in participating project deliverables.

Qualifications
1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
