The ServiceNow Architecture and Technical Governance Lead is a technical role responsible for overseeing the high-level architectural design and technical governance of all instances. This individual analyzes the impact of new requirements and makes informed design decisions to support the strategic health, maturation, and overall effectiveness of the ServiceNow platform. The qualified applicant will become part of the vital role in safeguarding our nation s information with MPCO. The MPCO assumes responsibility for modernization, management, integration, operation, maintenance, and sustainment of the MPE capabilities, including numerous legacy capabilities. The MPCO also provides DoD-wide enterprise-level development, integration, systems engineering, and synchronized delivery of mission capabilities and DoD-wide enterprise services that support interagency, multinational, coalition, and combined C2I coalition information sharing requirements. These capabilities include cross-domain solutions, cybersecurity, and interoperability testing. The MPE is designed and optimized to meet the Commanders critical interoperability requirements across all warfighting functions and allows access to information by authorized users. The MPE also provides users with access to common warfighter functions and mission applications with the goal of a standardized network infrastructure.

DUTIES AND RESPONSIBILITIES Duties and Accountable for:
The SME Software Developer position entails both technical and strategic responsibilities, including oversight of high-level architectural design, technical governance of the program, and guidance across multiple incidents, networks, and customer environments.
Highly knowledgeable in the implementation methodologies of the ServiceNow platform and the general architecture of supporting systems used
Be able to communicate effectively across multiple stakeholder groups
Responsible for analyzing the impact of new requirements for each individual platform and unique needs and making design decisions to support the overall strategic health, maturation and effectiveness of the ServiceNow platform
Be well versed in best practices of ServiceNow in an on-prem and cloud environment, and be able to communicate effectively across the capability portfolio level

Primary Responsibilities:
Analyzing strategic business requirements and provide the necessary technical guidance enabling comprehensive ServiceNow solution designs, including application architecture, data models, workflows, and integrations
Develop detailed technical specifications and design documents to guide implementation and enhancement
Evaluate and recommend appropriate ServiceNow modules and features to address specific business needs
Work with developers to ensure code quality and adherence to best practices
Provide guidance as to the implementation of ServiceNow updates and upgrades, managing potential impacts on existing configurations
Establish and communicate ServiceNow instance governance standards, including data quality, security and access controls
Overseeing the ServiceNow Technical Governance Board as Chairperson
Monitor performance and identify areas for optimization, proactively addressing technical debt
Promote knowledge sharing and best practices within the ServiceNow Design, Build, and Test and Infrastructure Support teams
Contributing to Discovery Administration process design, implementation, and maintenance
Collaborate closely with business stakeholders to understand their requirements, gather feedback, and ensure alignment with the ServiceNow solution
Communicate technical concepts to non-technical users effectively
Management and maintenance of the ServiceNow Agile Architecture Board, ensuring work is updated on a weekly basis
Support the education and awareness of platform stakeholders in the design and implementation of demonstrations and workshops

Secondary Responsibilities:
Work with development team on developing and configuring ServiceNow applications, plug in and solutions to implement system stakeholder requirements.
Participate in all Scrum ceremonies and/or discussions with team members and stakeholders.
Building, administering, and maintaining on-premises Service Now infrastructure using RHEL7/RHEL8 and Windows Server 2019 server operating systems, to include patching/updating of operating systems.
Maintain account membership of ServiceNow HIWAVE Account.
Build, administer, upgrade, and maintain the on-premises Service Now application on the infrastructure. Maintain the Service Now instance registration on the vendor site. Act as a technical POC with the vendor
Provide limited front end administration support of Service Now (for example, installing addons and apps from the vendor site onto the on-premises instances) to assist the front end developers & Service Now systems administrator
Implementing and maintaining DISA STIG and SRG guidance on the on-premises infrastructure. Harden the infrastructure and application to meet all DoD security requirements and guidance. Maintain security compliance, sometimes manually, often using automation tools/scripts. Generate security checklists as required
Build, administer, upgrade, and maintain the on-premises MariaDB databases (with assistance from dedicated database administrators) used by the Service Now application. Schedule, monitor, restore and troubleshoot database backups
Configure environment to be STIG Compliant and Hardening the modified version of Tomcat included in the Service Now application
Coordinate with the Network Operations to build, maintain, and troubleshoot the load balancing/application proxy F5 BigIP entries for the Service Now application instances
Write, update, and maintain various documents (install & configuration guide, operations sustainment guide, SOPs, TTPs, KBAs, upgrade guides, etc.) required by systems engineering management processes to fully document all aspects of the Service Now build. Documentation will be built based off vendor guidance (when available) but customized for our enterprise environment

REQUIREMENTS AND QUALIFICATIONS:
15 years of technical experience required
Secret Clearance
Bachelor s degree in Computer Science or a relevant field may substitute additional years of experience
Experience with Linux OS Administration
Experience with Maria DB and/or My SQL
Experience with Domain Separation
Experience with Certificate Management
Experience with creating diagrams for complex design solutions
Must meet DOD 8750 requirements and be eligible for IAT level II access upon hire for positions with elevated privileges and must obtain ITIL V4 Foundation within six months of hire. Additional specific certifications may be required, depending on job assignment
Intermediate knowledge of software engineering principles such as Java Script, REST API, and SOAP API
Intermediate knowledge of the hardware, software, and systems associated with software engineering

Preferred Qualifications:
Experience with ServiceNow
Database design and development (Maria DB)
Basic understanding of Software Development Life Cycle and Agile methodologies. Experience with Agile development methodology, requirements management, JIRA (or similar RTM platforms)
Knowledge of SAML, Active Directory, or LDAP
