Description
The Health Care Management and Coordination System (HCMACS) Program was established in 2023 under the clients Enterprise Coalition, a collaborative multi-agency effort that provides strategic direction and federal funding guidance for HHS Information Technology (IT) projects with cross-organizational impact. The HCMACS Program aims to deliver an integrated, enterprise-wide Electronic Health Record (EHR) platform that will help unify care delivery across multiple state agencies, Tribes, public health institutions, and community-based providers. HCMACS will be initially implemented at state-run facilities within the clients Department of Social and Health Services (DSHS) and the Department of Corrections (DOC), as well as at safety net organizations who work with the Health Care Authority (HCA) to serve Medicaid patients. Epic has been selected as the Enterprise EHR Solution vendor for HCMACS.
The goal of the HCA HCMACS Project is to lead the successful configuration and implementation of the HCMACS Enterprise EHR System across a diverse network of Medicaid providers, including Indian Health Care Providers (IHCPs), Federally Qualified Health Centers (FQHCs), behavioral health providers, rural providers, and critical access hospitals. HCA intends to offer HCMACS as a software-as-a-service (SaaS) solution to these safety net organizations using a phased approach.
The HCA HCMACS Project will ensure that safety net organizations are fully supported through onboarding, training, and technical assistance, enabling them to adopt the system effectively. Ultimately, the HCA HCMACS Project seeks to improve care coordination, data sharing, and health outcomes for the states Medicaid population by fostering meaningful engagement and building long-term capacity within its providers.
Position Summary:
The Governance Coordinator will play a pivotal role in supporting the Health Care Authority's (HCA) implementation of the Health Care Management and Coordination System (HCMACS), a statewide initiative to deploy an integrated Electronic Health Record (EHR) platform across Medicaid-serving providers. This position ensures that governance structures, decision-making processes, and stakeholder engagement mechanisms are effectively established and maintained throughout the project lifecycle.
The Governance Coordinator will work closely with HCA leadership, the HCMACS Program team, provider organizations, and other state agencies to facilitate transparent, inclusive, and accountable governance practices. This role is essential to aligning project activities with strategic goals, regulatory requirements, and the needs of diverse stakeholders.
Key Responsibilities:
Governance Structure Management:
Support the development and maintenance of governance frameworks, including charters, decision matrices, and escalation protocols.
Coordinate the activities of governance bodies such as steering committees, advisory groups, and working groups.
Meeting Coordination & Facilitation:
Schedule, organize, and facilitate governance meetings, ensuring agendas are aligned with project priorities.
Prepare and distribute meeting materials, including agendas, minutes, action items, and decision logs.
Stakeholder Engagement:
Serve as a liaison between HCA, provider organizations, Tribes, and other stakeholders to ensure inclusive participation in governance processes.
Track stakeholder feedback and ensure it is incorporated into decision-making and project planning.
Documentation & Communication:
Maintain accurate and up-to-date records of governance decisions, policies, and communications.
Develop and disseminate governance updates, reports, and dashboards to internal and external audiences.
Policy Alignment & Compliance:
Ensure governance activities align with state and federal regulations, funding requirements, and HHS Enterprise Coalition standards.
Monitor compliance with governance protocols and escalate issues as needed.
Risk & Issue Management:
Support the identification, tracking, and resolution of project risks and issues through governance channels.
Ensure timely escalation and resolution of decisions that impact project scope, schedule, or budget.
Cross-Agency Coordination:
Collaborate with governance leads from other agencies (e.g., DSHS, DOC) to ensure consistency and alignment across the HCMACS Program.
Support interagency communication and coordination on shared governance matters.
Qualifications:
Experience coordinating governance or stakeholder engagement activities in large-scale public sector or healthcare IT projects.
Strong organizational and project coordination skills, with attention to detail and follow-through.
Excellent written and verbal communication skills, including experience preparing executive-level materials.
Familiarity with healthcare delivery systems, Medicaid programs, and EHR implementations is highly desirable.
Ability to work collaboratively across diverse teams and stakeholder groups.
Proficiency in tools such as Microsoft Office, SharePoint, and project management platforms.

The pay range for this position is $70.00 - $80.00/hr.
