One of our Client is looking for the position of Team Lead based on following skills:

Location: Harrisburg, PA

Contractor Skills And Experience Requirements

  • 7 years experience in developing business, functional and user requirements for IT systems.
  • 7 years knowledge of business analysis process, principles, practices, and techniques.
  • Knowledge of software development lifecycle with focus on the user requirements and UAT.
  • Contractor must have excellent written and verbal communication skills.
  • Contractor must demonstrate good interpersonal skills and the ability to work with diverse user groups.
  • Knowledge/experience relevant to Project Management needs.
  • Contractor must be fluent in English and be able to be clearly understood over the phone.
  • Ability to establish and maintain effective working relationships.
  • Highly Desired 2 years experience performing similar work in the Child Welfare or other Human Services Field.
  • Highly Desirable IIBA certification.

Specific tasks

  1. Plan, organize, prioritize, and manage multiple initiatives across the OCYF project team.
  2. Manages submission and tracking of system defects and change requests related to assigned system components.
  3. Manages processes and timelines associated with ChildLine expunctions, ensuring compliance with the state requirements.
  4. Provides weekly reports to OCYF Regional Offices indicating the status of pending reports to ensure statutory deadlines are met.
  5. Manages work associated with addressing data quality for CWIS person records.
  6. Reviews user requirements/user stories and functional specifications for system development, enhancements or configuration and supports associated system user acceptance testing, deployment, problem resolution, and end-user support activities.
  7. Responsible for compliance with standards and procedures specific to assigned initiatives.
  8. Manage and track progress against the project schedule and scope.
  9. Anticipate issues and proactively address them. Identify and track issues.
  10. Build and maintain relationships with key stakeholders and customer representatives.
  11. Provide support to business operations and end users for OCYF and/or DHS software applications regarding business operations and technical issue evaluations and resolutions.
  12. Investigates and resolves business operational and software issues identified and reported by users.
  13. Communicate effectively with customers and software / hardware suppliers supporting the commonwealth as appropriate.
  14. Works as a liaison with the application team to promote the application team s understanding of requirements.
  15. Facilitate communication and knowledge sharing with the Application team.
  16. Review deliverables for work plans, cost estimates, testing plans, system design documents, etc. and provide commentary.
  17. Develop understanding of system requirements and ensure that test cases and training materials address all system requirements and ensure the system requirements are presented to end users in a manner which can be easily understood.
  18. Ensure during the SDLC, that work and requested functionality is consistent with the agreed upon scope.
  19. Ensure that requests which do not align with the agreed upon scope are directed through the appropriate change control processes.
  20. Manage expectations of stakeholders.
  21. Ensure defined IT governance processes are followed.
  22. Monitors the work plan and ensures deadlines are being met and work is progressing as planned.
  23. Identify risks and issues impacting projects and escalate them in accordance with policy and procedure.
  24. Assist with or manage (as determined by the Leadership Team) the development and/or execution of strategies to effectively manage risks and issues until closure.
  25. Conduct walk throughs of IT systems with stakeholders and contracted staff as needed.
  26. Conduct post-project wrap-ups on behalf of the Program Office when requested by the Leadership Team.
  27. Prepare status reports.
  28. Establishes and maintains effective working relationships with the network of county children and youth agencies, other Department staff, and other contractors.
  29. Uses Microsoft programs (Excel, Word, PowerPoint, Access, and Outlook) for documentation and communication purposes. Uses Team Foundation Server (TFS) and Microsoft Test Manager (MTM). Uses Service Now for incident and request tracking.
  30. Able to work in a team environment.
  31. Travels as needed.

The successful candidate may have to undergo a drug test and background check.
