Job Description:

Solicitation Document Preparation:
  • Support the development of procurement stXXgies aligned with project objectives and criteria.
  • Research and refine business and technical requirements.
  • Prepare RFXs and draft associated review documents.
  • Identify potential subprojects that may require sepaXX RFXs for specific vendor services.
  • Assist the Department by interpreting RFXs for vendors and drafting formal responses to inquiries.
Evaluation And Debrief:
  • Prepare selection methodologies, evaluation plans, mandatory criteria, evaluation schedules, and final award recommendations for RFXs.
  • Review vendor bids/proposals for completeness, accuracy, and compliance with required standards.
  • Create supporting documentation in accordance with the Government procurement policy.
  • Assist in organizing bidder conferences and vendor presentations, including developing agendas.
  • Support the debriefing process for unsuccessful vendors.
Post-RFX Activities:
  • Assist the Department in finalizing contracts with selected vendors.
  • Conduct post-procurement reviews and compile vendor performance evaluations and lessons learned.
  • Prepare formal evaluation reports and procurement recommendations for departmental final reviews and approval.
  • Maintain accuXX and properly filed procurement and contract records.

Must Have

  • Relevant post-secondary education in areas of supply chain, procurement, business or a related field, Acceptable education includes degrees, diplomas and certificates (minimum 2 year diploma). Yes/No
  • Clear verbal and written communication skills and the ability to interact professionally with a diverse group. Yes/No
  • Excellent organizational skills and ability to prioritize work. The ability to work on multiple projects at one time and to prioritize tasks. Yes/No
  • Strong analytical skills with high attention to detail and accuracy. Yes/No
  • The ability to establish and maintain working relationships with team members, management and vendors. Yes/No

  • Experience with trade agreements, Financial Administration Act, Freedom of Information and Protection of Privacy Act, Public Works Act. 2 years
  • Experience independently performing activities related to developing and releasing Requests for Proposals (RFPs), Negotiated Requests for Proposals (NFRPs), Requests for Quotes (RFQs), Requests for Information (RFIs), negotiations, evaluation, supplier feedback, and contract execution. 4 years
  • Experience proofing and formatting word documents in a work setting. 4 years
  • Relevant experience in a role similar to this. Experience must be applicable to this role. 4 years

Nice to Have

  • Completion of ClientMP or other equivalent courses and associated certificates. Yes/No
  • Experience editing documents in Adobe Acrobat Pro, or similar PDF editing software. 2 years
  • Experience defining project scope and goals in collaboration with business stakeholders. 2 years
  • Experience using ERP systems such as SAP. 2 years
  • Experience using SharePoint online. 2 years
