POSITION OVERVIEW: As a Group Manager - Public Works at LJA Land Development, you will be responsible for leading the Public Services group in providing high-quality engineering services related to drainage, roadway, and water utility projects for local municipalities. You will oversee a team of design professionals, manage operations, ensure quality delivery of projects, and drive business growth through client relationships, technical excellence, and staff development. This leadership role combines business development, project management, and people management responsibilities to strengthen and expand LJA's municipal engineering presence.

A TYPICAL DAY MIGHT INCLUDE:
  • Building relationships and growing business in the public sector.
  • Developing business by marketing to existing clients as well as identifying and pursuing new opportunities.
  • Meeting with cities, counties, and local agencies for business development purposes.
  • Supporting technical efforts for business development, including preparation of responses to RFPs and SOQs, presentation materials, and coordination of office resources.
  • Developing project scopes, budgets, and schedules.
  • Building a practice to support O&M for municipal utility districts, asset management and condition assessment programs, and managing the Construction Phase Services group.
  • Leading the regional practice for the Lead & Copper Rule Revision.
  • Leading a team of design engineering professionals to produce construction plans, specifications, and estimates for public works projects.
  • Reviewing major work orders and approving project budgets.
  • Preparing reports for and advising senior management on group activities.
  • Managing direct reports, including recruiting, hiring, training, mentoring, and performance management.
  • Ensuring quality assurance for group deliverables.
  • Creating, maintaining, and improving internal processes within the group.
  • Participating in professional and industry organizations to enhance company visibility and engagement.

REQUIRED EDUCATION/LICENSE/CERTIFICATIONS:
  • Bachelor of Science in Civil Engineering or related field.
  • Licensed Professional Engineer (PE) required.

REQUIRED QUALIFICATIONS:
  • 10+ years of experience in engineering design for public works projects.
  • Previous experience managing direct reports.
  • Strong communication skills.
  • Proven ability to build and maintain strong client and team relationships.

IDEALLY, YOU SHOULD ALSO HAVE:
  • Previous experience working within or alongside a municipal Public Works department.
  • Demonstrated success leading business development efforts and growing service lines.
  • Experience developing operational and quality improvement processes.
