Examples of Duties
Under general supervision, field-inspects and assesses drainage conditions, designs, reviews, and manages engineering and capital improvement projects. Responds to constituents' inquiries, manages projects designed in-house and by consultant engineers. Manages security and closeout requirements for development projects.

Examples of Essential Duties

Performs field inspections and assessments, develops and designs drainage remediation solutions, manages the design, review, and approval of capital improvement projects. Reviews and coordinates the work of in-house and consultant engineers and engineering associates. Establishes, monitors, and coordinates project schedules and deadlines. Resolves design problems and addresses project comments and concerns.

Oversees and/or leads others in field assessments, investigations of constituents' complaints, coordinates responses with other Offices, Bureaus, and Departments, and the Executive office, as applicable. Interacts with constituents in direct interactions, group gatherings, and public meetings.

Oversees the design and review of projects. Provides guidance and assistance in the use of GIS, the computer aided design and drafting systems, and other aspects of project work. Uses GIS, MS Office products, PCSWMM and other specialty software in the planning and implementation of drainage assets management programs.

Develops concepts, designs, and construction of green drainage infrastructure solutions to facilitate small-scale / localized resolutions to common-storm events and nuisance flooding situations.
Oversees others in the review and approval of commercial & residential projects to ensure that specific requirements of the Flood Plain Regulations and other related codes and laws.

Prepares and submits applications for various permits required for construction projects. Corresponds and meets with agencies to resolve issues regarding permit applications.

Conducts meetings with consultants, contractors, suppliers, citizens, and others regarding capital and/or development projects. Address and answer their questions and comments. Prepares contract addendums. Prepares correspondence related to projects. Studies and resolves issues occurring during the project's construction. Meets and coordinates with field personnel to implement changes to plans.

Qualifications

Minimum Qualifications
Possession of a high school diploma or an appropriate equivalent, plus ten years' subprofessional engineering experience. (Additional qualifying education may be substituted on a year-for-year basis up to a maximum of four years for the required experience.)
OR
Possession of a certificate of Registration as a Professional Engineer in the State of Maryland.

Knowledge, Skills, and Abilities (Entry Level):
  • Knowledge of engineering principles and practices.
  • Thorough knowledge of drafting materials, instruments, and techniques.
  • Thorough knowledge of mathematics, including algebra, geometry, trigonometry, and the use of logarithms.
  • Knowledge of land surveys, deeds, plats, and construction drawings.
  • Skill in drafting, computational, and design work.
  • Skill in the preparation and review of plans, drawings, and specifications. Skill in the preparation of technical and statistical reports.
  • Skill in solving drafting and design problems.

  • Skill in the preparation of correspondence relating to projects.
  • Ability to operate computers and peripheral equipment used to perform drafting and design work, and to conduct engineering studies.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
