Job Description

ECS is seeking a Senior Business Systems Analyst to work in our Quantico, VA office.

ECS is looking to hire a Senior Business Systems Analyst to join our team with t he Criminal Investigation Management System (CIMS), which supports the Army Law Enforcement mission under the United States Army Criminal Investigation Division (USACID) in Quantico, VA. USACID's mission is to identify, disrupt, and defeat criminal threats to Army personnel, property, and resources. CIMS is a critical component of this mission providing a secure IT environment to support USACID's expanding role in the law enforcement community. This role will support IT operations, maintenance, development, testing, and application security for CIMS.

Duties include:
  • Leads planning, coordination, and reporting activities across multiple CIMS operational and enhancement tasks, Program Orientation Meeting, Program Management Plan, Release/Implementation Plan, and Test Plan/Reports.
  • Develops and maintains integrated master schedules, facilitates stakeholder coordination, supports risk and configuration management, and tracks Engineering Change Proposals (ECPs).
  • Ensures alignment between program deliverables, release cycles, and test results, enabling seamless implementation across ALERTS, ACIS, and DRS systems.
  • Responsible for formulating and defining systems scope and objectives
    based on both user needs and good understanding of applicable
    business system and government requirements.
  • Devises or modifies procedures to solve complex problems to include analysis of business and user needs, documents requirements, and translates into proper system requirements.
  • Provides input to risk management framework process activities and related documentation (system life-cycle support plans, concept of operations, operational procedures and maintenance training materials).
  • Research current technology to understand capabilities required of
    mission systems.
  • Collaborates with government to identify and/or develop appropriate solutions.
  • Ability to effectively communicate with others.


Required Skills

  • Bachelor's degree in Business, IT Management, or related field with 7+ years of business systems analysis experience.
  • Requires knowledge of cybersecurity, privacy principles, and organizational requirements.
  • Proficient in determining how mission systems operate and how changes affect systems operations.
  • Experience supporting IT programs of similar size and scope.


Desired Skills

  • Agile/SAFe certification preferred
