Work Arrangement:

This position is 100% remote, with all work required to be performed within the state of Wisconsin. Candidates must be current Wisconsin residents or willing to relocate to Wisconsin prior to the start date. Candidates located within Wisconsin are highly preferred.
Milwaukee County is seeking a
Business Analyst / Consultant III to serve as an IT Contracts Manager, supporting county-wide IT contract management activities. This role augments existing contract staff and focuses on managing the full lifecycle of IT-related contracts, including services, hardware, and software agreements.

The IT Contracts Manager is a non-supervisory role that acts as the primary subject-matter expert for IT contract governance, negotiation, execution, and vendor performance management. The role requires close collaboration with Procurement, Legal, Audit, Risk Management, and business stakeholders to ensure compliance, cost effectiveness, and risk mitigation.

 

Position Overview:

The IT Contracts Manager is responsible for overseeing and administering technology-related contracts and agreements across Milwaukee County. This includes managing amendments, modifications, performance clauses, incentives, remedies, and ensuring vendors meet contractual obligations. The role bridges communication between IT, business units, procurement, and legal teams, ensuring contracts align with operational and strategic goals while protecting the County’s interests.

 

Key Responsibilities:

·         IT Contract Lifecycle Management

·         Manage the end-to-end lifecycle of IT contracts, including MSAs, PSAs, SOWs, MOUs, amendments, and change requests.

·         Establish and maintain standardized contract management processes, templates, workflows, and deliverable schedules.

·         Maintain a centralized contract management repository, tracking executed contracts, active agreements, obligations, deliverables, and change history.

·         Coordinate with Corporation Counsel, Risk Management, Procurement, Audit Services, and other stakeholders to ensure appropriate legal, financial, and compliance protections.

·         Vendor & Stakeholder Collaboration

·         Act as the primary point of contact for IT contract-related activities across County departments.

·         Collaborate with Business Relationship Managers and Procurement teams to define contract requirements for RFIs, RFPs, and vendor solicitations.

·         Manage vendor performance, including enforcement of service levels, incentives, remedies, and dispute resolution.

·         Facilitate contract review meetings and communicate contract status, risks, milestones, and performance metrics to stakeholders and leadership.

·         Pricing, Financial & Market Analysis

·         Administer vendor billing, invoicing, and financial arrangements to ensure contractual compliance.

·         Ensure pricing remains competitive by analyzing market trends, licensing models, and cooperative purchasing agreements.

·         Track, analyze, and report on contract budgets, financial exposure, risks, and opportunities.

·         Provide clear and concise summaries of key contract terms, risks, and obligations to non-technical stakeholders.

·         Governance, Risk & Continuous Improvement

·         Establish and manage contract change control processes in collaboration with vendors and internal stakeholders.

·         Identify contractual, financial, and operational risks and work with stakeholders to develop mitigation strategies.

·         Support audits and compliance reviews related to IT contracts.

·         Continuously improve contract management processes, workflows, and best practices.

 

Required Qualifications:

·         Bachelor’s Degree or higher in Business, Information Technology, Paralegal Studies, Pre-Law, or a related field.

·         5+ years of experience in IT contract management, contract administration, or paralegal work, with a strong focus on technology or IT service agreements.

·         Proven experience negotiating contract terms, conditions, amendments, incentives, and remedies.

·         Strong understanding of IT contracting best practices, licensing models, and vendor performance management.

·         Ability to assess contractual and financial exposure and negotiate effectively to protect organizational interests.

·         Excellent communication skills with the ability to bridge discussions between IT, legal, procurement, and business stakeholders.

 

Nice-to-Have Qualifications:

·         Knowledge of emerging contracting trends and alternative vendor performance models.

·         Strong project and process management skills with experience managing multiple vendors and contracts simultaneously.

·         Experience working within government, public sector, or regulated environments.

·         Familiarity with regulations impacting IT contracting and vendor behavior.
