Overview:
Our client, a state agency, seeks an accomplished Independent Verification & Validation (IV&V) Consultant.

*** Location: Sacramento, CA 95814 (Largely remote with occasional on-site work)
*** Duration: 24 months contract with 1 optional year (total possible term: 3 years)
Description:
- Seeks an IV&V Consultant to provide independent oversight and validation services.
- The project aims to replace eight legacy systems supporting the oversight of 72,000+ licensed community care facilities.
- The IV&V Consultant will ensure compliance with IEEE Standard 1012, assess technical and managerial processes, and validate deliverables across Agile/Scrum development phases.
- Evaluate design, development, testing, and implementation artifacts (e.g., architecture, security plans, data conversion).
- Verify alignment with business objectives, state standards (e.g., WCAG 2.2, OWASP 4.0.3), and Agile methodologies.
- Review project management plans, requirements traceability, and risk mitigation strategies.
- Assess configuration management, code quality, and release deployment processes.
- Develop monthly IV&V reports, checklists, and end-of-phase validation reports.
- Present findings to leadership and oversight entities (e.g., CalHHS OTSI, CDT IPO).
- Participate in Agile ceremonies (e.g., sprint reviews, backlog refinement).
- Ensure IV&V independence by avoiding conflicts with development teams.
Qualifications:
- Minimum of five (5) years of experience applying analytical processes on IT projects. At least three (3) years must have been in business systems analyst and design (within the last 10 years)
- Minimum of two (2) years of experience leading IT projects utilizing Agile software development methodologies based on the principles of user-centered design and iterative development (within the last 7 years).
- Must have performed cloud solution Implementation oversight activities for one (1) project with a minimum duration of one (1) year that occurred in the past five (5) years.
- Technical and business requirements analysis for one (1) project with a minimum duration of one (1) year that occurred in the past five (5) years.
- 5+ years in project management (3+ years in lead roles), including 3+ years in IV&V for government IT projects (IEEE 1012 compliance).
- 3+ years assessing Agile/Scrum processes, security plans, and traceability matrices.
- 5+ years in IT business analysis (3+ years in systems design).
- 2+ years leading Agile projects and 1+ year overseeing cloud solutions (e.g., Salesforce, government Cloud platforms).
- Familiarity with IEEE 1012, PMBOK, WCAG 2.2, OWASP 4.0.3.
- Proficiency in traceability analysis, risk assessment, and QA evaluation.
Desired Qualifications:
- Certification as a Certified Scrum Master (CSM), PMP (Project Management Professional), CISSP, Certified Business Analysis Professional (CBAP) or Salesforce certifications.
- Minimum of one (1) year of experience in providing services based on IEEE Standard 1012 to a government entity.
- Experience with large-scale IT projects (>$10M budget, 600+ users).
