Position Summary
LETA is seeking a highly motivated and experienced Technical Manager to oversee and manage the organization s technology infrastructure and technical support services. Under limited direction, the Technical Manager will exercise independent judgment and leadership in the planning, design, implementation, and support of critical communications and information technology systems.
This position is responsible for directing the overall technology strategy, ensuring the reliability of communications infrastructure, and leading technical projects in alignment with LETA s mission and strategic objectives. The role requires close collaboration with LETA s government partners, vendors, and internal teams to ensure seamless, secure, and effective technology operations.
The successful candidate will possess a deep understanding of communications and information systems, exceptional project management capabilities, and a proven ability to lead technical teams in a public safety environment.
Key Responsibilities
- Lead and manage all aspects of LETA s communications and IT infrastructure, including network systems, system administration, technical support, and related services.
- Provide strategic and technical leadership to LETA s government partners Technical Support Divisions.
- Oversee the design and deployment of complex infrastructure systems to support public safety operations, including 9-1-1 services.
- Collaborate with internal and external stakeholders to develop strategic and tactical technology roadmaps.
- Plan, implement, and monitor projects, ensuring alignment with LETA s goals for service excellence, reliability, and innovation.
- Establish and enforce policies, procedures, and standards for technology operations, project management, and change control.
- Provide technical advisement to executive leadership and operational partners on current and emerging technology initiatives.
- Develop and deliver technical briefings and documentation to LETA s government partners.
- Manage vendor relationships and negotiate service agreements to ensure high-quality technology solutions and support.
- Maintain and enhance LETA s public website and internal intranet site.
- Assist in preparing and administering the annual technology budget.
- Perform other related duties as assigned to advance LETA s objectives.
Supervision Received and Exercised
- Reports to the LETA Chief of Staff
- Provides direct supervision of technical staff and technology vendors.
Preferred Qualifications
Education and Experience:
- Bachelor s Degree in Business Administration, Computer Science, Information Technology, or a closely related field from an accredited institution required.
- Minimum of five (5) years of progressively responsible experience in information technology and systems, preferably within the public safety sector or a closely related environment.
- At least three (3) years of experience leading large-scale, complex database, system, or network projects.
Certification:
Emergency Number Professional (ENP) certification required or must be obtained within one (1) year of hire.
Knowledge, Skills, and Abilities
- Comprehensive knowledge of IT systems, communications networks, server infrastructure, storage, imaging, web technologies, and email platforms.
- Expertise in public safety communications technologies, including WANs, fiber optics, public safety radio and microwave networks, PBX systems, and VoIP.
- Advanced understanding of data communication protocols, network monitoring, and forecasting techniques.
- Strong project management skills, with the ability to lead multiple concurrent initiatives effectively.
- Proficiency in Windows, UNIX, Solaris, and networking technologies such as TCP/IP, Fast Ethernet, Gig-E, and Frame Relay.
- Exceptional analytical, problem-solving, and decision-making skills.
- Proven ability to assess complex technology needs and develop effective solutions.
- Outstanding written and verbal communication skills, with the ability to explain technical concepts clearly.
- Strong organizational and time management abilities.
- Ability to work collaboratively across agencies and establish strong partnerships.
