Constellation seeks a Master Scheduler and Project Manager to join our Business Operations team in Washington, DC. The PM/Scheduler will support U.S. Customs and Border Protection’s (CBP) by working closely with program managers, engineers, and stakeholders to capture accurate schedule inputs. The Master Scheduler will facilitate schedule reviews, updates, and briefings to ensure transparency and alignment with program goals as well as act as a team lead. This role requires a detail-oriented professional with strong analytical, organizational, management, and communication skills.
Key Responsibilities:
- Develop, maintain, and analyze integrated program and project schedules in compliance with GAO, DHS, and CBP guidance.
- Ensure schedules align with program requirements, deliverables, milestones, and performance goals.
- Apply a comprehensive understanding of DHS acquisition policy and Acquisition Directive (AD) 102 to scheduling activities.
- Support program teams in mapping schedules that include all required deliverables, acquisition events, and decision points.
- Demonstrated ability to understand how schedules are applied within an Acquisition Program Baseline (APB) and how they drive program performance management; experience in breach remediation considered a strong plus.
- Incorporate risk, cost, and resource demand considerations into schedules to support program decision-making.
- Generate reports, dashboards, and schedule assessments to provide actionable insights for leadership.
- Conduct schedule risk analyses to identify potential delays, bottlenecks, and mitigation strategies.
- Ensure schedules are built in accordance with federal and departmental standards, policies, and best practices.
- Provide expert guidance on schedule integration and critical path analysis.
Required Experience and Credentials:
- Master’s degree in business, finance, accounting, economics, or related field is preferred.
- Minimum 10 years of experience in acquisition program management and master scheduling for large government programs. That experience with a DHS agency is preferred.
- Proficiency with utilizing scheduling and project management tools including: MS Project, Milestones Professional (Kidasa), RiskyProject, and Steelray
- Proficiency with Microsoft Excel (formulas, pivot tables, graphs) and familiarity with visualization software such as Power BI or Tableau
- Strong analytical, organizational, and communication skills with ability to brief senior executives.
- U.S. citizenship with ability to pass a DHS background investigation; DHS/CBP clearance strongly preferred.
