Job Description:

  • 84 Months experience performing analysis by eliciting then analyzing the stakeholder s business needs using a variety of analysis techniques and converting those into verified and validated functional and non-functional requirements for development.
  • 84 Months experience creating and maintaining software development artifacts for communication of requirements, including context diagrams, textual use cases, swim lane diagrams, report specifications, wireframes, user interface specifications, and non-functional requirements specifications.
  • 84 Months experience facilitating requirement workshops, JAD sessions and structured walkthroughs, practicing effective communication to ensure requirements are understood, conveyed, and met.
  • 72 Months experience creating test plans/cases, managing defects with development teams, and working with users on User Acceptance Testing.
  • 72 Months experience managing requirements throughout the Requirements Management Lifecycle, including creation and execution of a Requirements Management Plan, requirements traceability, establishing requirements baselines and managing requirements change control.
  • 36 Months experience working health care and billing applications.
  • CBAP (Certified Business Analysis Professional) certification by the International Institute of Business Analysis (IIBA).

Detailed Job Description: The Software Analyst will analyze and document OMH applications, workflow processes, and other strategy, standards and best practices for the NYS Office of Mental Health and other agency needs. The Optimize OMH Applications project is an initiative to update the Office of Mental Health's (OMH) ITS supported Business Applications to align with ITS' overall strategy for applications to be on the current (N) or current - 1 (N-1) version and utilizing shared platforms where possible, thus providing the best support possible for OMH. For example: .Net applications are hosted on windows server(s), which have other applications installed on the same platform. This shared platform creates a challenge to make changes to the firewall configuration because of impact on security for other applications. Moving .Net applications to independent windows servers, would reduce firewall based security risks to other applications. Having dedicated servers opens opportunities to partner with participating Qualified Entities and other eMR's for patient data exchange and single sign-on (SSO) between applications, enabling providers to make most informed treatment decisions on critical ill patients.
