Job Details

Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

Network Architect to lead the design and implementation of secure, scalable, and resilient network architectures supporting cloud transformation initiatives for the TEDS project. This role requires deep expertise in hybrid networking strategies, ensuring seamless integration between on-premises environments and cloud-native services.

Key Responsibilities

Architect and implement hybrid and multi-cloud connectivity patterns to integrate existing on-prem data center networks with AWS services.

Design secure, high-performance network architectures that meet compliance, governance, and business continuity requirements.

Collaborate with cloud, security, and infrastructure teams to enable seamless migrations and optimize network operations.

Establish network governance standards and best practices to support long-term growth and evolving enterprise needs.

Ensure routing, segmentation, and security policies are aligned with enterprise architecture principles.

Drive high availability and disaster recovery strategies for mission-critical workloads.

II. CANDIDATE SKILLS AND QUALIFICATIONS

Years Required/Preferred Experience

8 Required Extensive experience in network architecture across AWS and on-premises environments.

8 Required Strong knowledge of routing protocols (BGP, OSPF), network segmentation, and firewall technologies.

8 Required Hands-on experience with hybrid connectivity solutions (VPN, Direct Connect, Transit Gateway).

8 Required Expertise in network security principles, including encryption, identity, and compliance frameworks.

8 Required Proficiency in high availability design, load balancing, and failover strategies.

8 Required Familiarity with network automation tools (Terraform, Ansible) and CI/CD integration for infrastructure.

8 Preferred Experience with multi-cloud networking (Azure, Google Cloud Platform) and cloud-native networking services.

8 Preferred Knowledge of Zero Trust architecture and advanced security models.

8 Preferred Exposure to SD-WAN technologies and network observability tools (NetFlow, CloudWatch, Prometheus).

8 Preferred Understanding of cost optimization strategies for cloud networking.

8 Preferred Certifications such as AWS Advanced Networking Specialty, Cisco CCNP/CCIE, or Azure Network Engineer Associate.

III. TERMS OF SERVICE

Services are expected to start 01/26/2026 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1288 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 701 W 51st St Austin, TX 78751. The working position is Hybrid - On Site and Telework.
