Job Details
Project Scope:
The consultants will be responsible for leading the transition of legacy systems-including PEN, Microsoft Access, and Mainframe applications-into the modern Gold Key platform. This migration will require ensuring data integrity and validation throughout all phases. The consultants will play a critical role in embedding Impervious Surface Reviews into Paving and Drainage workflows, streamlining the Building Permit process, and implementing features for automated workload assignment.
Additionally, the consultants will support compliance with impervious surface regulations, environmental and historical preservation requirements, and municipal Sewer Extension Permit protocols.
Mandatory Skills:
- C# / .NET Framework
Proficiency in object-oriented programming, .NET development, debugging, and writing clean, maintainable code. - JavaScript & jQuery
Strong understanding of JavaScript fundamentals, DOM manipulation, asynchronous operations, and AJAX for dynamic web application functionality. - Oracle & SQL (PL/SQL)
Expertise in writing efficient SQL queries and stored procedures, optimizing database performance, and applying normalization techniques to manage structured data. - Model-View-Controller (MVC) Framework
Demonstrated ability to implement secure, scalable applications using the MVC architectural pattern. - Windows & Web Services (RESTful/SOAP APIs)
Experience developing and integrating Windows-based applications and web services with appropriate authentication and security mechanisms. - SSIS (SQL Server Integration Services) & SSRS (SQL Server Reporting Services)
Strong knowledge of ETL development, data transformation, and performance optimization using SSIS; ability to design and deploy reports using SSRS. - Legacy System Modernization
Experience in migrating and integrating large-scale applications, with a focus on replacing outdated platforms (e.g., PEN, MS Access, Mainframe) to support county-wide permitting and regulatory workflows. - Project and Process Automation
Ability to develop customer-facing applications and automate workflows related to online submissions, invoice processing, payment handling, and ECM (Enterprise Content Management) system integration. - Compliance and Regulatory Integration
Knowledge of regulatory frameworks related to impervious surfaces, environmental and historical preservation, and municipal sewer permitting, and the ability to incorporate these into system workflows. - Communication and Collaboration
Strong written and verbal communication skills, attention to detail, and the ability to work collaboratively with county analysts, technical teams, and third-party vendors.
Desirable Skills:
- Prior work in government agencies or organizations managing large-scale data migrations and system integrations preferred.
