Job Description

ECS is seeking a Federal Human Capital Business Analyst to work remotely .

ECS is seeking a Federal Human Capital Business Analyst to join our team supporting the Department of Homeland Security (DHS) with the implementation of the newly acquired human capital system . The ideal candidate will play a pivotal role in the evaluation of Business Process es , both current state and future state design. You will analyze , document , and evaluate the existing business and system processes by applying your knowledge of IT concepts and architecture along with federal human capital processes . The successful candidate will have a deep understanding of Business Analyst best practices, strong organizational and superb team player skills.

Key R esponsibilities:
  • Facilitate joint application design (JAD) sessions with human capital and business stakeholders to document requirements for new IT systems and solutions
  • Collaborate with IT delivery partners at DHS to understand the existing IT landscape and identify opportunities to streamline business and system processes
  • Develop architectural diagrams that depict current and future state systems
  • Develop ad-hoc presentation materials to support discussions with technical and non-technical subject matter experts to build consensus and address outstanding risk and issues
  • Perform requirement and comparative analyses to identify potential process gaps
  • Participate in agile ceremonies such as daily scrum, release/sprint planning, sprint review, and sprint retrospective sessions
  • M aintain Jira boards to provide program leadership and team members with visibility into completed and outstanding work
  • Contribute to continuous improvement efforts by recommending and implementing process and system enhancements.
  • Serve as a collaborative team member, supporting both individual and team success in a fast paced, agile environment


Required Skills

  • Must be able to obtain Public Trust Clearance
  • 3 + years in systems analysis/design of information systems programs
  • Experience with system modernization/migration efforts
  • Strong writing, organizational, communication, analysis, and program-solving skills
  • Experience in project management and strategic planning
  • Experience providing support to immediate team leadership
  • Proficiency in business process modeling (BPMN)
  • Skilled in Visio process documentation
  • Ability to work independently and as part of a team
  • Demonstrated remote working experience in a heavily matrixed team environment
  • Ability to deliver high quality work products under challenging schedule constraints
  • Commitment to quality deliverables and continuous improvement.
  • Strong problem-solving and critical thinking skills .
  • Excellent communication and stakeholder management abilities.
  • Comfortable working in cross-functional, enterprise-wide project teams.
  • Adaptability to evolving business and technical requirements.


Desired Skills

Special consideration will be given to candidates with an existing Public Trust clearance
  • Prior experience supporting Federal customers (DHS preferred)
  • Working knowledge of change management and project management best practices
  • Capability to facilitate diverging perspectives toward consensus
  • Expertise in Unified Modeling Language ( UML ) to visualize system requirements and designs
  • Understanding of federal human capital processes
  • Agile experience, certifications prefer red (CSM, PSM, etc.)
  • Understanding of cloud technologies (AWS/Azure) and their implications for system architecture and modernization strategies (AWS or Azure certifications) ( not recommended )
  • Experience with the Atlassian suite (Jira/Confluence)
  • Ability to thrive in a collaborative, high-performing team that values transparency, accountability, and shared success .
  • Experience supporting system implementation, testing, and user acceptance activities .
  • Assist with and support business development activities and operations.
