Position: Business Management Specialist
Education: Bachelor s degree or master s degree in Business Administration, Communication, Information Systems, or other related field is required. Equivalent work experience may substitute for the educational requirement.
Required Experience:
- 15+ years of relevant IT and business work experience.
- 15+ years of experience in strategic communications or project management, preferably inpublic-sector IT;
- Proven ability to manage communications across multiple large-scale initiatives
- Strong background in change management, crisis communication, and executive reporting;
- Familiarity with compliance frameworks (CJIS, HIPAA, NIST); and
- Excellent writing, editing, and presentation skills.
Preferred Experience:
- Experience with business process mapping and facilitating sessions with leadership and SubjectMatter Experts (SMEs)
- Understanding of web applications supporting business functions.
Responsibilities:
The Business Management Specialist will serve as the primary communications coordinator for the Office of Information Technology, specifically the Project Management Office, Offender Based Information System (OBIS) Modernization Program, and Cloud Modernization Program. This role ensures consistent, compliant, and effective messaging across technology modernization projects. The specialist will align internal and external communications, support change management efforts, and foster collaboration among project teams, contractors, leadership, external agencies, and stakeholders.
The duties and responsibilities of this position are as follows:
- Develop and implement communication strategies for OIT initiatives, ensuring alignment with
- agency goals;
- Coordinate messaging across major projects (e.g., OBIS Modernization, Cloud Modernization, etc.from planning through implementation;
- Serve as the main liaison for all OIT communications with external partners, agencies, and stakeholders and the Department s Office of Communications;
- Create and manage internal communication tools (e.g., newsletters, dashboards) for project
- updates;
- Assist with IT crisis communication and risk messaging efforts for disruptions or compliance issues;
- Support change management by crafting and/or reviewing internal or vendor-developed
- communication plans that promote staff engagement;
- Ensure all communications meet federal and state compliance standards (e.g., Criminal Justice
- Information Services [CJIS], Health Insurance Portability and Accountability Act [HIPAA], National Institute of Standards and Technology [NIST]); and
- Track and adjust communication effectiveness using feedback, surveys
