JOB TITLE: Product Delivery Manager - Enterprise Timekeeping (Kronos)

SALARY RANGE: $156,275 - $184,456

HAY POINTS: 805

DEPT/DIV: Workforce IT Products

SUPERVISOR: Product Director, Timekeeping & Payroll

LOCATION: Vario 2 Broadway New York, NY 10004

HOURS OF WORK: 9:00 am - 5:30 pm (7.5 hours/day) or as required.

This position is eligible for telework which is currently two day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary of Job

Product Development Manager (PDM) will be responsible for developing and maintaining product lifecycles from inception/innovation through design, build, and ultimately the ongoing run stage before an eventual product retirement.

The Product Development Manager (PDM) is responsible for managing across-functional teams assigned to design, build, and maintain one or more product lines including Timekeeping and Payroll.

Critical Skills:

  • Must possess an expert/highly proficient understanding of Kronos Workforce Central 8.x or UKG Pro Workforce Management timekeeping applications.
  • A software engineering industry certification, examples: Certified Software Development Professional (CSDP), Certified Secure Software Lifecycle Professional (CSSLP), Microsoft Certified: Azure Developer, Certified Software Test Professional (CSTP), Boomi Associate/Professional Developer Certification.
  • Programming experience with the following language(s): including but not limited to

SQL, XML, JSON
  • Familiarity with the following vendor-specific platforms and tools: including but not limited to: Boomi, Azure, Windows Server platforms, Power BI, RESTful APIs, Postman.

Accountabilities:

  • May contribute to or influence the strategic direction of one or more disciplines within IT.
  • Assist with implementation of strategy.
  • Translates policy into operational plans.
  • Results may impact the metrics of a functional area within IT and are visible to a variety of internal stakeholders and senior management.
  • Leads a workforce focused on a discipline within IT.
  • Directs one or more professional individual contributors.
  • Role encompasses complex subject matter requiring extensive knowledge in a single discipline and broad knowledge in related disciplines of domains.
  • Manages day-to-day operations and motivates team(s) to achieve results; may be responsible for a budget.
  • Work is often focused on the delivery of monthly or quarterly results and outputs are subject to periodic review against targets.
  • Motivates personnel to create a professional environment that respects individual differences and enables all employees to develop into their full potential, disciplining when necessary
  • Supervises a professional team of IT staff in its selection, adoption, development, and support of one or more products lines through all stages of the product lifecycle, from ideation, definition, prototyping, design, validation & testing, launch, run stage, and eventual product retirement.
  • In collaboration with IT and business leaders, creates, delivers, and manages product and organizational roadmaps to maintain alignment with defined digital agendas and service expectations.
  • Monitors and manages team activities and deliverables for adherence to relevant enterprise and departmental resource, technology, and operational governance/approval processes, and departmentally spanning technology architectures, models, methods, and tools.
  • Leads team in its development and management of system support processes and service levels to ensure the sustainability, viability, and quality of delivered products within agreed service targets.
  • Analyzes and monitors effectiveness and efficiency of product(s), and develops, proposes, and implements improvement strategies.
  • Establishes assurance processes throughout team that are reliable and satisfy the organization's stated quality and safety objectives within organizational risk tolerance. Proposes risk mitigation strategies.
  • Continually manages team priorities and resource demand/supply; recommends timelines and resources needed to achieve goals and objectives.
  • Attracts and develops a high-performing and diverse workforce, empowering all staff to elevate their technical and leadership competencies, level of responsibility, and performance.
  • Maintain an engaged workforce and foster a positive culture throughout organizational change.
  • Continuously develops and maintains personal knowledge of relevant industry models, methods, and tools, emerging technologies, and high impact regulatory changes.
  • Provides expert level guidance and training to the IT community, and mentors less experienced staff to foster talent development.
  • Performs other duties and tasks as assigned.
  • May need to work outside of normal work hours (i.e., evenings and weekends)
  • Travel may be required to other MTA locations or other external sites.
  • Observing the work performed by the contractor.
  • Reviewing invoices and approving them if the work has contractual standards.
  • Addressing performance issues with the contractor when possible; and
  • Escalating issues to other parties as needed.

Required Qualifications:
  • A bachelor's degree. A combination of education and experience may be considered in lieu of a degree.
  • A minimum of 5 plus years of relevant technology experience. Leadership ability
  • Demonstrate ability for leadership.
  • Demonstrated ability to inspire, motivate, and empower people to achieve organizational goals.
  • Collaboration skills to ensure design specifications are seamlessly implemented by the development team.

Knowledge & Skills:
  • Hands-on programming experience in a business setting.
  • Proficiency in at least one software engineering methodology, including but not limited to: Waterfall, Agile, Scrum, DevOps, Extreme Programming (XP), Kanban, Lean, Rapid Application Development (RAD).
  • Experience applying a structured validation and testing method, including but not limited to: Unit Testing, Integration Testing, System Testing, Acceptance Testing, Regression Testing.
  • Proficient collaboration skills to ensure design specifications are seamlessly
  • implemented by the development team.

  • Familiarity with the following vendor-specific platforms: including but not limited to, List here (e.g. Azure, Windows Server platforms, RESTful APIs, or Linux)

Preferred Qualifications:
  • Certified Software Engineer or equivalent, Agile Project Management, technical certifications relevant to the specific position (and software products and toolsets used in that position), experience with System Development Life Cycle with the specific methodologies in use in the Department.
  • A software engineering industry certification, including but not limited to: Certified Scrum Developer (CSD), Certified Scrum Master (CSM), Certified Software Development Professional (CSDP), Certified Secure Software Lifecycle Professional (CSSLP), Amazon Certified: AWS Certified Developer, Microsoft Certified: Azure Developer, Certified Software Test Professional (CSTP)
  • Experience administering and developing work flows and specialized UIs in Alfresco or other Document Management systems
