Education:

Bachelor s Degree from an accredited college or university in Engineering, Computer Science, Data Science, Business/Public Administration, Design or a related discipline.

General Experience Qualifications:

At least 9 years of experience as an IT Project Manager and/or Digital Product Manager. Must demonstrate held a leadership role on at least 2 successful projects that delivered measurable value on time and on budget.

Specialized Experience Qualifications:

  • At least 2 years of experience doing service/UX design and/or business analysis (including business rules and metric specification).
  • At least 1 year of software development experience. Must demonstrate knowledge of database fundamentals and proficiency in SQL.
  • At least 2 years of experience leading Agile scrum teams, including researchers, designers, business analysts, engineers (including DevOps engineers), and testers using Agile principles and practices.

Project Planning and Management Duties:

  • Apply agile principles and methods to regularly deliver business value within project schedule and budget constraints.
  • Create and maintain project plans that are aligned with product roadmaps.
  • Organize and lead project status and working meetings.
  • Prepare and distribute progress reports; manage risks and issues.
  • Adjust course based on lessons learned and constituent feedback.
  • Define and maintain project governance model(s), including roles, decision authority, and decision processes.
  • Introduce and sustain, with program and team participation, initiatives for continuous business process monitoring and improvement.
  • Guide delivery teams in making business and technical trade-offs relating to system development, implementation, operations, enhancement and maintenance.
  • Manage project content, including policy documentation, business requirements, technical artifacts and code repositories.

Product Strategy and Management Duties:

  • Create and maintain product roadmaps. Prioritize and sequence the delivery of product features based on value (expected contribution to eliminating pain points and meeting program goals).
  • Manage dependencies between constituent-facing product features and supporting back-of-stage capabilities (such as business rules management, content management and identity management).
  • Look for opportunities to cost-effectively (re)use capabilities developed by other department/State initiatives.
  • Develop and sustain a user research pipeline, create research plans and apply research findings to develop service maps and continuously update the product roadmap.
  • Manage a prioritized product backlog in the form of epics and user stories.
  • Accept delivered software in accordance with story (business) acceptance criteria.
  • Support the Product Owner in managing customer expectations for deliverables, managing stakeholder communications and managing constituent feedback.
  • Support the Product Owner in implementing project governance processes and documenting decisions.

General Management Duties:

  • Monitor schedule and budget compliance.
  • Monitor deliverable quality.
  • Conduct market research.
  • Develop Requests for Proposal (RFPs) and support procurement processes.
  • Support contract and vendor management.
  • Initiate, create, and deliver presentations to project stakeholders to manage expectations, demonstrate the delivery of value, foster cross-agency collaboration, and secure funding.
